Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS IS NOT A REQUEST FOR OFFERORS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS) is conducting a market survey and is seeking competent and qualified firms to provide full facilities maintenance services (includes mechanical, custodial, grounds maintenance, snow removal and pest control) for the following locations: Raymond U.S. Land Port of Entry (LPOE) Highway 16 North @ Canadian Border Raymond, MT 59256 Roosville U.S. Land Port of Entry (LPOE) 8395 Highway 93 North Roosville located near Eureka, MT 59917 Piegan U.S. Land Port of Entry (LPOE) Highway 89 @ Canadian Border Piegan located near Babb, MT 59411 Chief Mountain U.S. Land Port of Entry (LPOE) Highwa 17 North @ Canadian Border Chief Mountain located near Babb, MT 59411 Havre Border Patrol Sector Headquarters (BPSHQ) 2605 - 5th Avenue SE Havre, MT 59501 GSA is seeking highly qualified firms with full facilities maintenance experience performed in multiple buildings at multiple locations. An award is anticipated for September 2018 with services commencing approximately October 1, 2018. The estimated performance period is one (1) year with four (4) one (1) year options. The contract will include an indefinite delivery/indefinite quantity (IDIQ) component allowing the Government the ability to issue task orders for reimbursable services outside of the base scope of services. The North American Industry Classification System (NAICS) code for this procurement will be 561210 - Facilities Support Services. The Small Business Size Standard is $38.5 million. SCOPE OF SERVICES Any solicitation released will be issued as a performance based service requirement. The procurement will consist of written expression of the GSA's expectation of services to be performed by the Contractor rather than a list of activities. This strategy shifts the risk of performance to the Contractor by allowing the Contractor to design the methods of achieving desired results as defined by the performance quality standards established by the Government. Any solicitation released will not state detailed procedures for accomplishing the work unless there are safety, security or communication requirements. Emphasis will be placed on the Contractor's self-management of quality. It shall be the responsibility of the Contractor to ensure that the proposal price submittal in response to any issued solicitation includes the necessary hours and other price components necessary to meet the performance standards specified in the performance work statement. Services include all management, supervision, personnel, labor, materials, equipment, tools, and supplies to perform operations and maintenance (mechanical), custodial services, grounds maintenance, snow removal and pest control. The contractor will be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of facilities, equipment and systems servicing the buildings/facilities, cleaning, trash removal, recycling, lawn care, grounds maintenance, snow removal, and pest control services for all locations identified above. Contractors capable of performing as a prime contractor that meet the requirements stated above are encouraged to submit capability statements no more than five pages in length. Capability statements must include the following information. 1. Name, address, and DUNS number. 2. Company status: 8(a), HUBZone, Service-Disabled Veteran-Owned (SDVOB), Woman Owned (WO), large business, etc. 3. Affiliate information: parent company, joint venture partners, and/or potential teaming partners. 4. Demonstration of successful performance of two projects of similar size and scope (full facilities maintenance performed for multiple buildings in multiple locations under the same contract). Provide detailed information on each contract. 5. A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-5) as stated above. All responses shall be submitted to Shawna Horvath at shawna.horvath@gsa.gov no later than 4:00 PM, MST, December 29, 2017. This sources sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's decision will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
