Description
NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT SYNOPSIS TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME. The Bureau of Reclamation, Albuquerque Area Office (Reclamation) is seeking responsible sources having capabilities to perform Architect and Engineering (A-E) Services in accordance with Federal Acquisition Regulation (FAR) Part 36. Reclamation ™s intent of this announcement is to identify qualified and experienced sources for professional hydrographic surveying services within the Upper Colorado Regional boundary. The boundary of the Upper Colorado Region encompasses all or parts of Arizona, Colorado, Idaho, Nevada, New Mexico, Texas, Utah and Wyoming. Reclamation anticipates the majority of work activities will be performed along the Middle Rio Grande corridor in New Mexico. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Contractor shall perform professional hydrographic surveying services work. The tasks include, but are not limited to the following: A.Cross-section surveys, or topographic surveys, of the river channel and floodplains; B.Collection and laboratory analysis of river bed samples, floodplain soil samples, or suspended sediment samples; C.Discharge measurements, velocity measurements, water surface elevation measurements, and roughness calibrations; D.Scour measurements, and bank erosion measurements; E.Bed form surveys and bed load measurements; F.Collection of water quality samples; G.Collection of groundwater parameters. H.Other work may include hydraulic engineering design, general engineering design, and environmental services. Projects will range from a few thousand to several million dollars based on complexity and period of performance. Project schedules have been impacted by weather, migratory birds, endangered or threatened species, and land or infrastructure site restrictions set by the proprietor. The anticipated contract method is an Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract with a total contract ceiling amount of $40 million over five years (one base year and four option years). The Contractor bears the burden for ensuring that all legally required licenses and permits are obtained and renewed as specified by the regulating authority. Capability statements are to be submitted no later than January 8, 2018. The capabilities package should demonstrate the firm's experience and capability to perform the principal components of the services listed above. Packages should include the following information: 1.Business Name and Address 2.Point of Contact to include E-Mail Address and Telephone Number 3.DUNS 4.NAICS code(s) applicable to this requirement 5.Business Size and Type: 8(a), HUBZone, Women-owned, Service Disabled Veteran-Owned, Small Business, Large Businesses, etc. 6.Demonstrate the firm's experience by providing a list of at least three relevant past projects completed within the past five years on similar work. All businesses are encouraged to limit responses to no more than 10 pages in length. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors for solicitation planning purposes only. This is NOT a request for Offerors to provide a SF 330 in response to this Sources Sought Notice and is NOT to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice. When it is determined that a formal solicitation will be issued, a Pre-Solicitation Notice will be posted on FedConnect at https://www.fedconnect.net/FedConnect/Default.htm and on the Federal Business Opportunities at http://www.fedbizopps.gov/. All responses to this Sources Sought Notice shall be emailed to Tina Villegas at tvillegas@usbr.gov by 5:00 PM (MST) on Monday, January 8, 2018. Again, Offerors shall not provide a SF 330 in response to this Sources Sought Notice.
