- OFFERORS SHOULD BE NOTIFIED THAT SOLICITATION POSTED ON 30 NOVEMBER 2017 AND A PRE-BID SITE VISIT HAS BEEN ORGANIZED FOR 12 DECEMBER 2017 AT 0930 CST. Offerors will meet at Building 6002, 95th HQ. Parking is located to the west of the facility. For access to Fort Sill please see directions contained in the solicitation FAR clause 52.236-27 Site Visit - found in section 00 21 00 instructions to offerors. This is the pre-solicitation announcement. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The U.S. Army Corps of Engineers - Tulsa District has been tasked to solicit for and award a requirement to Construct a Reception Barracks Complex at For Sill, Oklahoma. Proposed project will be a competitive, firm-fixed price, design/bid/buid, single-phase contract procured in accordance with FAR 15, Negotiated Procurement using "Low-Price / Technically Acceptable" process. This solicitation will be unrestricted. Construct a Reception Barracks Complex for the Alpha, Bravo, and Charlie Batteries. This project is Phase 2 of a two phase project. Primary facilities include two combined company operation facilities and barracks facility. One facility will house Alpha Battery and COF with 960 bed barracks. One facility will house Bravo and Charlie Batterys and COFs with 240 bed barracks. Due to expansive clay soils on Fort Sill, all facilities are being constructed with special foundations. Project provides connection to Energy Monitoring Control System (EMCS), installation of Intrusion Detection System (IDS), Closed Circuit TV (CCTV) System, fire protection and alarm systems, and building information systems. Supporting facilities include utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, site development, site improvements, and information systems. A Federal Emergency Management Agency (FEMA) approved safe room will be provided for the Barracks. Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Facilities will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Sustainability and Energy measures will be provided. Access for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are required. Demolish 19 buildings at Fort Sill, OK (111,135 Total SF). Anticipated solicitation issuance date is on or about 9 October 2017. The estimated construction price range for this project is more than $10,000,000. The North AMerican Industry Classification System code for this procurement is 236220.
