- Attachment 2 - Industry Day Topic Submission Attachment 1 - Industry Day Tentative Agenda SUMMARY This announcement constitutes a Request for Information (RFI) notice for planning purposes only. This RFI is issued for determining potential technologies and capabilities to consider for the future of Naval Aviation from industry and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services identified in response to this notice. No solicitation documents exist at this time. Participation in this RFI is neither mandatory nor is it requisite to future participation by a contractor in any potential future solicitations/contracts. The Program Executive Office for Unmanned Aviation and Strike Weapons, (PEO(U&W)), is planning to conduct an Industry Day Event in order to provide opportunities for industry to learn about the technology needs of PEO(U&W) with the potential for follow-on briefings regarding technologies that industry has developed. This opportunity is open to all companies that have new and innovative ideas to support the future of the Naval Air System Command (NAVAIR) and PEO (U&W) Programs. INDUSTRY DAY EVENT PEO(U&W) is holding an Industry Day Event 17 - 19 April 2018 in order to share plans for the future of Unmanned Aviation and Strike Weapons. Rear Admiral Mark Darrah, PEO (U&W), and other guests from USN and USMC Headquarters will address industry during the morning of Day 1 (17 April), followed by Program Managers for Aviation (PMA) briefs focused on unmanned aircraft systems (UAS) and weapons and their technology needs. Day 2 (18 April) will focus on one-on-ones with individual PMAs and presentations from selected industry to PMAs. Day 3 will be a half day and consist of SECRET/NOFORN briefings on classified PEO needs. Attendees for Day 3 are required to have a final SECRET clearance access and will require government sponsorship for need-to-know. Those attending Day 3 will be required to complete security verification no later than 0800Z (0300EST) 23 March 2018. Send clearance information via JPAS. After clearance has been sent via JPAS to SMO Code 7AM41, please send an email to Lisa Warren (Lisa.Warren.ctr@navy.mil) to verify receipt. Location and times for Day 3 briefings will be provided to registered and verified cleared personnel with a need-to-know following verification. The Industry Day Event will be held at the Southern Maryland Higher Education Center (SMHEC), 44219 Airport Road, California, Maryland 20619. In order to participate in the Industry Day Event, please register on the Eventbrite website at https://www.eventbrite.com/e/peouw-industry-day-2018-tickets-41042163215?aff=es2 for the 2018 PEO(U&W) Industry Day Event no later than 6 April 2018. The first two days of this Industry Day Event are open to all interested parties. Due to space limitations, please limit your attendance to no more than two representatives per company. Registration will be based on a first come, first served basis. The classified session on Day 3 will have limited seating and may fill up early. The Government does not anticipate providing opportunities for virtual Industry Day Event attendance. Attendance at the scheduled Industry Day Event and any discussions/release of information is strictly voluntary. The Government will not pay for any information provided or costs associated with travel. Please see Attachment (1) for the tentative Industry Day Event Agenda. Unclassified presentations made at the Industry Day Event will be posted to the Federal Business Opportunities website (www.fbo.gov) one week prior to the Industry Day Event. Lunch will be on your own all three days with multiple providers close by to include on site mobile vendors. IDEA BRIEFINGS Idea Briefings will provide an opportunity for companies to brief the PEO(U&W) and its relevant PMAs on technologies that may address PEO(U&W) UAS and/or Strike Weapons Program needs. Top level PEO(U&W) needs are included as Attachment (2). In order to have an opportunity to participate in Idea Briefings, please respond to this RFI in accordance with the instructions below on or before 28 Feb 2018 with a one page summary and a quad chart for each of the topics that your company would like to brief. See Attachment 2 for a sample template. Topics that address PEO(U&W) interests may be invited to brief PEO(U&W) and the respective program representatives. Participation in the Industry Day Event is neither mandatory nor is it requisite to submit a response to this RFI or to be considered for an Idea Briefing on Day 2 during the afternoon. Idea Briefings will be held at the Government's discretion based on its assessment of industry responses to this RFI. After reviewing industry submissions, the Government will contact all who submitted and will notify those who have been invited to brief PEO(U&W) UAS and Strike Weapons Programs. Notifications will be performed by 28 Mar 18. Meetings for the briefings will be scheduled for Day 2 (18 April) of this Industry Day Event. Do not submit any classified information in response to this RFI. Should your company have an idea to present that is classified, submit a response that summarizes the idea in an UNCLASSIFIED manner. If your company's response is selected for an Idea Briefing, appropriate measures will be taken to allow for the classified material to be presented either on Day 3 (19 April) or at a later date in an appropriate location. Any costs incurred in preparing the topics and briefs for the Idea Briefings or in meeting with Government representatives will be at the presenter's expense. Attendance at scheduled Idea Briefings and any discussions/release of information is strictly voluntary. The Government will not pay for any information or costs associated with travel. IDEA BRIEFING (Day 2) SUBMITTAL INSTRUCTIONS Responses in reference to this RFI shall be submitted electronically to Naval Air Systems Command (NAVAIR) contract specialist, Robyn Mellies, at Teresa.Mellies@navy.mil with the subject line "PEO(U&W) RFI Response." All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the following including the business size/status of the organization. (b) A one page summary of each topic your company would like to brief. (c) A completed quad chart for each topic your company would like to brief. (d) Information should be submitted in Microsoft Office 2010 compatible electronic format and is due no later than 28 Feb 2018. (e) Respondents are reminded to properly mark any proprietary information, and NAVAIR will control it as such. Do not send any classified information. (f) Responses should be submitted to the Contract Specialist; contact information provided above. Questions regarding this notice shall be submitted in writing by emailing the contract specialist, Robyn Mellies, at Teresa.Mellies@navy.mil with the subject line "PEO(U&W) RFI Question." Questions shall NOT contain proprietary or classified information. Verbal questions will NOT be accepted. The Government will accept questions up to or before 23 Feb 2018. Questions received after this date may not be answered. Depending on the nature of the question, the Government may post the question and its answer on the Federal Business Opportunities website or may answer the question during the Industry Day Event. The Government reserves the right not to answer questions received. Responses to this RFI will not be returned. The Government is only seeking possible sources and potential capabilities for informational purposes. No reimbursement will be made to respondents for any costs incurred in developing information for, participating in meetings with, or engaging in discussion with the Government in response to this announcement or any follow-up information requests.
