- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to issue a Firm-Fixed-Price (FFP) purchase order. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Combined synopsis/solicitation N6134018R0031is issued as a request for quote (RFQ) and incorporates the provisions and clauses in effect from regulations posted to http://farsite.hill.af.mil inclusive, but not limited to, Federal Acquisition Circular (FAC) number 2005-96. This procurement is being solicited on the basis of limited sources full and open competition with an associated North American Classification System (NAICS) code of 334118 (Computer Terminal and Other Computer Peripheral Equipment Manufacturing) and a single standard of 1000 employees. NAWCTSD has a requirement to procure six (6) Precision 17 7000 Series (7710) laptops with the brand name specification and associated parts as described in in Attachment 1, Solicitation Part List. When submitting quotes, please submit as two CLINs, with 3 of each item on Attachment 1 per CLIN. CLIN 0002 is anticipated to be included as an Option CLIN, pending availability of Government funds at time of award. CLIN Breakout as follows: CLIN 0001 “ 3 Precision 17 7000 Series (7710) Laptop package *Option CLIN 0002 “ 3 Precision 17 7000 Series (7710) Laptop package *If funding is available at time of Purchase Order award, CLIN 0002 will be included in the Purchase Order award. If funding is not available at time of Purchase Order award, it is expected CLIN 0002 will be exercised no later than 18 January 2018, funding permitted. Delivery of all items are required 30 days after receipt of the Purchase Order. Shipment shall be FOB Destination to: Naval Air Warfare Center Training Systems Division 12211 Science Dr. Orlando, FL 32826 The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition with the addendum that Offerors are required to submit warranty information and parts availability with its offer. The Provision at FAR 52.212-2, Evaluation- Commercial Items, does not apply. Evaluation Criteria: The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible Offeror whose offer conforming to this notice will be the most advantageous, representing the best value to the Government. A firm-fixed-price purchase order will be awarded. If multiple quotes are received, the Government will award on a lowest price technically acceptable basis to the Offeror meeting the specifications of this combined synopsis/solicitation. The failure of an Offeror to provide information sufficient to determine conformance with the combined synopsis/solicitation may result in the Offeror being ineligible for award.
