- Page 3 of 3 Sources Sought Announcement This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential sources capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. small or other, as appropriate and (i) must provide a capability statement that addresses the organization s qualifications and ability to perform as a contractor for the work described below in italics. SCOPE OF WORK The VA Cooperative Studies Program Clinical Research Pharmacy Coordinating Centers Biopharmaceutics/ Pharmacokinetics uses numerous pieces of Mettler-Toledo manufactured equipment to perform necessary analyses to support clinical study participant safety. Proper maintenance and calibration of this equipment ensures compliance with cGMP and ISO policies to meet safety goals. The contractor will provide Preventive Maintenance, Calibration, GWP Re-Verification, and Repair services for Mettler-Toledo manufactured equipment used in the Centers laboratory. This equipment consists of but not limited to items such as balances, titrators, moisture analyzers, and pH meters. Specific items are detailed in the Tasks Section of this document. This requirement includes contractor responsibility for all non-consumable parts necessary for repair, validation, and calibration. All services provided through this agreement MUST be provided by a trained engineer and be cGMP and 21 CFR part 11 compliant. SPECIFIC TASKS Provide specified services based on Mettler-Toledo definitions of services for equipment listed in this SOW. Full Preventive Maintenance - Preventive Maintenance is to service and maintain equipment in order to prevent any failure or shutdown which could negatively affect the operations of METTLER TOLEDO customers. Comprised of the following procedures: Cleaning of the device, Inspection of the device, Adjustment of the device (if necessary), Testing of the device, and Documentation and confirmation of the healthy working condition of the device. Calibrate SCC - provides a more advanced offering including eccentricity test, linearity test, minimum weight and repeatability as left. In addition, this service can incorporate customer specific tolerances. This service does not include measurement of uncertainty. Calibrate Local - weighing performance requirements often vary by regulatory jurisdiction requiring local procedures. This test ensures compliance with local requirements. Seal as appropriate in accordance with local weights and measures regulations. For the NA market, the Calibrate Local service delivers a Handbook 44 calibration certificate. Calibrate ISO 17025 - provides an advanced testing assessment of the weighing performance of the instrument. The Calibrate ISO 17025 service is used when the customer needs 3rd party accreditation of the testing. It is used for GWP Verification when in lbs. Calibrate Min Weight USP 2012 - service meant to provide an intermediate level service offering for customers who need to comply with USP chapter 41 requirements for their measuring procedures. This service performs a repeatability test using the minimum sample mass that the customer routinely weighs at. The results are then assessed against criteria outlined in the USP regulation to determine if the sample mass passes or fails the USP requirements. GWP Re-Verification - based on a calibration service that documents the measurement uncertainty of weighing equipment under real operating conditions. This establishes if the measured performance satisfies your specific process and quality requirements (i.e: accuracy, regulations, environment). It documents the measurement range in which you can operate your equipment to achieve reproducible results. If a scale or balance is performing poorly, GWP Verification recommends immediate measures to recover its accuracy. Repair Coverage Full - Repair Coverage Full is a pre-paid annual service offering meant to offer customers additional coverage for their devices in the event any repairs are needed. With Repair Coverage, Full, the customer is not billed for these hourly services. Repair Coverage Full includes both labor and spare parts costs, which are also not paid by the customer. The contractor shall provide industry standard documentation post Preventive Maintenance/Calibration/ Validation certifying completion of actions. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular type of acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined.
