Description
QEF Maintenance Statement of Work The U.S. Department of the Army, Pine Bluff Arsenal (PBA), Quality Evaluation Facility (QEF) is seeking information for service be provided to maintain the buildings operation on a Firm-Fixed Price basis. The Quality Evaluation Facility (QEF) currently houses, stores, and tests a variety of toxic chemicals. Mission driven safety precautions and regulatory guidance requires the QEF to maintain negative pressure and proper ventilation throughout its Toxic Lab Wing (TLW) with NO interruptions. The QEF's TLW is fitted with 11 filter units (9 Primary & 2 Backup) for the removal of all toxic chemical vapor through laboratory fume hoods. This is a 24/7 requirement that must be maintained to provide a proper safe work environment as well as to maintain mission readiness. The QEF is also heavily reliant on its Chilled Water and Boiler Systems to control internal environmental conditions (humidity/temperature) for testing as well as storage of toxic chemicals. All critical heating, ventilation and cooling (HVAC) systems being maintained at the QEF are currently controlled by KMC engineering controls (33 controllers' total). These controls monitor all HVAC activity and are programmed to report any critical failures via telephonic alarm, which would result in an Emergency Response to assess any critical failure(s). Preventative Maintenance checks and Emergency Response to the QEF's KMC controls are just as critical as failures to the HVAC systems themselves. Therefore the QEF requires the Contractor must be an "AUTHORIZED" KMC controls representative. Critical failures to the QEF's KMC Controls and/or HVAC equipment will have a significantly negative impact on employee's safety and on meeting testing schedules to support the war fighter. Critical TLW HVAC failures would result in an estimated minimum of $25,000.00 to $30,000.00 per day due to the loss in ability to perform laboratory testing. Critical TLW HVAC failures lasting longer than 24 hours would also require First Entry Monitoring to clear the area and deem the area safe for re-entry. A description of the types of maintenance, repair work and response required can be found in the attached SOW. The SOW also contains a Not All-Inclusive list of some of the equipment to be maintained. Required Qualifications: (a) Contractor MUST have documented experience with all the equipment listed in the SOW, including specifically the Ionex Filter units, Energy Lab AHUs, and York variable speed centrifugal chillers. (b) Contractor MUST have a clear understanding of QEF procedures, and operating sequences. (c) Contractor MUST be an authorized KMC controls representative and provide backup to show. This controls system operates all equipment listed above, and all operating sequences contained within. (d) Due to the critical nature of the QEF, and the need for 24/7 continuous operations and monitoring, servicing contractor shall be able to respond to all calls within the designated times. Responses should include detail as to how the vendor will be able to respond to all calls and repairs in the designated times within the SOW. Information provided in response to this RFI will be used to assist the Government in its acquisition process. In accordance with (IAW) FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract.
