Sources Sought Notice This announcement constitutes a Sources Sought Notice. This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. Black Hills VA Medical Center (VHASTC), 113 Comanche Rd. Fort Meade, SD has a requirement for a Firm Fixed Price Service Contract to be performed at the VA Medical Center campus as well as the CWT houses located in Sturgis and Rapid City. The purpose of this notice is to determine interest and capability of potentially qualified businesses in particular Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small-Businesses (VOSB) relative to the North American Industry Classification code (NAICS) Security Systems Services (except Locksmiths). To make an appropriate acquisition decision for this requirement, the Government will use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement will also depend on the response to this sources sought synopsis. Description: Scope of Work Fort Meade Fire Alarm System Maintenance Contract Equipment included under this maintenance contract is the hospital Simplex 2100 & 4100 Series fire control system campus wide, this includes the monitor and printer at the VA fire station system. The system is located at the VA Black Hills Healthcare System, Ft. Meade campus, buildings40, 46, 48, 50, 53, 55, 65, 72E, 85, 87, 88, 89, 90, 91, 96, 109, 110, 113, 120, 137, 144, 145, 146, 147, 148, T-171, T-296,, and CWT houses located in Sturgis and Rapid City. This contract shall include NFPA system testing. Contractor will hold the necessary certifications and access to Simplex systems parts and computer. The maintenance contract includes labor, travel, and equipment necessary to perform Semi-annual preventive maintenance inspections and emergency calls on the fire alarm systems located at the VA Medical Center, Fort Meade SD. Contractor shall provide semi-annual Preventive Maintenance (PM) service during the months of March and September. Dates are to be arranged between the Fort Meade VA Fire Chief or duty officer at times mutually agreed upon. During the PM service, the contractor shall perform preventive maintenance to correct any equipment malfunctions and assure that the equipment meets manufacturer s factory tolerance. Any calibration procedures necessary to assure accurate and reliable equipment operation will be performed during PM service. During the PM visits, the contractor will replace such parts as may be necessary for the satisfactory functioning of the equipment after checking with Fire Chief or Duty Officer for confirmation to proceed. The PM shall be performed by a factory trained representative. Said representatives are accountable and under the supervision of the contractor. Immediately following the preventive or emergent service visit, the service representative will submit on written copy of the service report detailing the work performed to the Fire Chief or Duty Officer. The reports must be signed by a VA Fire Department Fire Chief or Duty Officer and must list parts replaced. Contractor shall conduct device testing for Smoke Detector, record Smoke Detector Sensitivity as listed via FACP, rate of rise heat detector, Duct Detector, HVAC shut down, Elevator Shunt trip/Recall, per NFPA requirements. Semi-annual device test schedule to be arranged between the Fort Meade VA Fire Chief or Duty Officer at times mutually agreed upon. Contractor shall provide emergency service upon the request of the VA. Contractor shall provide all labor, materials, panel pc boards, peripheral devices connected to FACP, and equipment necessary to correct any equipment malfunctions and return equipment to operational condition. Contractor shall guarantee that after any emergency service calls the equipment shall meet manufacturer s factory tolerance. Contractor shall perform emergency service coverage twenty-four (24) hours per day, seven (7) day a week including holidays. Contractor shall respond to emergency call via telephone within four (4) hours of notifications by VA personnel and be onsite, if needed, within twenty- four (24) hours of notification. Equipment shall be functional within twenty-four (24) hours after inspection. Contractor shall provide the proper procedures for an emergency service to be handled, including the service representatives name, address and phone numbers. After each emergency service call the contractor will submit a document indicating in detail the work that was preformed, listing out each part that was installed or replaced. Contractor shall not be obligated to provide services under this agreement for damage to, or destruction of, instruments covered where such damage or destruction is a result of or caused by fire or explosion of any origin, riot, civil commotion, aircraft, war, or any act of God, including, but not limited to, lightening, windstorm, hail, flood, earthquake, or caused by the VAMC misuse of abuse of such instrument; decontamination due to spillage; misinterpretation of data; accessories not listed or not included in this agreement. Service and part manuals for repair and maintenance shall be supplied by the contractor. Manuals owned by the VA are proprietary information and are not available to the contractor. Labor, travel and equipment to perform quarterly preventive maintenance inspections and unlimited emergency calls on all facilities fire alarm system. Contractor will assure the Fire Alarm system conforms to NFPA 99, 101, 72.
