- Attachment 3: Attachment 2: Attachment 1: Synopsis_Solicitation RFQ 70FBR218Q00000010 In accordance with Federal Acquisition Regulation (FAR) Part 5 this solicitation is for secure document bins and shredding services for The Department of Homeland Security (DHS)/Federal Emergency Management Agency(FEMA) operating in the Presidential Disaster Declared are DR-4339 Puerto Rico. FEMA has a requirement for secure document bins with shredding services at multiple FEMA locations on the island. The FEMA/Acquisition Operation Division/DR-4339-PR intends to issue a single award Blanket Purchase Agreement (BPA) from this solicitation. This acquisition will be done in accordance under the authority of FAR Part 12. The current applicable NAICS code is 561990 All Other Support Services. The Product Service Code is R614 Paper Shredding Services. This acquisition is set aside for local area businesses in accordance with the Robert T. Stafford and Local Community Recovery Act of 2006. Proposals for this solicitation will be due on December 12, 2017 at 01:00 p.m. EST. Questions regarding the solicitation shall be submitted to the Contracting Officer and Contract Specialist no later than December 10, 2017 10:00 a.m. EST. Any questions after the December 10, 2017 deadline will be answered at the Government's discretion. It is the responsibility of interested firms to monitor this internet site (www.fedbizopps.gov) for the release of this solicitation as well as any amendments or questions and answers related to this procurement. Award will be based on Lowest Priced Technically Acceptable (LPTA) quotes that present the best value to the Government. The Period of Performance is anticipated to consist of one (1) three (3) month base period of performance with eleven (11), three (3) month option periods for a total estimated period of performance of three (3) years. GENERAL INSTRUCTIONS Any resultant order shall include the general provisions applicable to the selected offeror's organization and type of order awarded. Any additional clauses required by public law, executive order, or acquisition regulations, in effect at the time of execution of the proposed order, shall be included. The Quote is limited to 7 pages. All pages following the first seven (7) pages will not be considered. All other materials, such as brochures or samples of work, attachments, or extra pages will not be considered. The Quotes shall be submitted via email to the Contract Specialist Nilesh Nayak at Nilesh.Nayak@fema.dhs.gov and the Contracting Officer Marianne McCallum at Marianne.McCallum@fema.dhs.gov. The subject line of all emails must contain the Solicitation number and Offeror's name. Any Quotes received after the deadline will not be considered for award. This notice does not obligate the Government to award to a contractor, nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information/proposal. Responses to this notice and the RFQ will not be returned. This solicitation will only be available by downloading the solicitation and http://www.fedbizopps.gov. Once the solicitation is issued, it is incumbent upon the interested parties to visit the website frequency for any updates/amendments to all documents.
