- **Notice** Phase One Q&A Please review the below Questions and Answers for Phase 1. Phase 1 Capabilities should be submitted no later than 1400 MST on 18 December. 1. Pertaining to Phase-1, are we required to provide a list of drawings and sections or sample drawings from previous projects? A. Contractor is required to submit only a list of the drawings they'll put in at phase 2 (30% design). 2. Are we required to include a simple list of specifications that we will tailor for Phase I, or provide completed, tailored specs? A. Contractor is required to submit a simple list of the specifications they'll put in at phase 2 (30% design). 3. Can you please direct us to where in the solicitation it states the requirement to redact our RFQ response. If not in the solicitation, please confirm that we are required to redact our RFQ response. A. The solicitation does not specifically state redaction is required. Offerors are encouraged to redact company names on the paper copy. You will not be penalized for not redacting. The contracting team will review all proposals and redact where required prior to submitting to the Source Selection Evaluation Board. 4. It is our understanding that there is new underground lines recently installed. Can this underground plan be provided? A. We have as-builts for the current plumbing; which will be made available in Phase 2. 5. If there is new underground lines recently installed and hydrants installed does this change the SOW? A. The SOW will be prepared by the contractor in design phase. The purpose of this requirement is to make the hydrant system supplied by the 12" line and compliant with UFC 3-600. This would include bringing existent hydrants onto the new plumbing where installation of new ones is unnecessary. 6. Is there a new fire flow analysis available? The one provided was over a year old and not identified where it was taken from. A. That is the latest information we have. A new fire flow analysis may be required during design analysis. 7. Will there be an opportunity to make a second site visit to evaluate all buildings prior to providing a price. A. Yes at the beginning of Phase 2 another site visit will be conducted. More will follow once Phase 2 is issued. 8. Some buildings were identified on the graph that are not currently sprinkled. Is it the intent to provide new UG lines and sprinkler those buildings? A. Buildings 2380 and 2381 are storage. As this is a design build it is up to the contractor to determine if the buildings need to be sprinkled or not and included into their design. 9. Are there building plans available for all buildings affected by this work? A. We have as-builts for the floor plans and mechanical plans which will be made available in Phase 2. Fire suppression and plumbing will need to ba assessed during a new site visit with the contractors who move into phase two, as the current plans are incomplete. which will be made available in Phase 2 10. Does the existing fire line get abandon in place? A. Existing line may be necessary to supply all the hydrants originally supplied by the pump. Where it is completely redundant, the plumbing shop wants it removed. 11. Can you provide a blank check book with signatures in place for us to use to accomplish this ambiguous work. A. Design/Build work by its very nature is ambiguous. The government is currently seeking hard charging contractors ready to make the end state vision a reality through highly effective design-build entities.
