Description

Synopsis Released pursuant to Federal Acquisition Regulation (FAR) Part 5.2 Synopses of Proposed Contract Actions Purpose: Design-Build Cheyenne National Veterans Burial Grounds | Project Number 888CM3037 Set Aside: Pursuant to the set-aside authority contained in Public Law 109-461 this procurement will be 100% set aside for Service Disabled Veteran Owned Small Businesses SDVOSB. Background: The Department of Veterans Affairs, NCA intends to solicit a Firm-Fixed Price (FFP) Design Build (DB) construction contract to provide all labor, materials, tools, equipment, a Master Plan for the site, and Design-Build services for Phase 1 to purchase and install approximately 400 pre-placed 3 x8 concrete lawn crypts, provide 320 columbarium niches, 320 4 x4 In-ground Cremains plots, purchase and install 40 oversize vaults, and 40 plots for private vaults, landscaping, irrigation, drainage, site furnishings, signage and roads construction, including the necessary infrastructure for a functioning national burial ground, including a dignified entrance feature for the Cheyenne National Veterans Burial Grounds, located on Hildreth subdivision, on the Northern side of Polo Ranch Road and East side of Hildreth Road, Cheyenne, Laramie County. Proposals will be evaluated using the Best Value Continuum process in accordance with FAR 15.101-1 Tradeoff Process. The top three (3) scores will be determined as the most highly qualified Design-Build (DB) firms and will be short-listed to participate in Phase Two of the Design-Build selection process. Short-listed Offerors will be asked to submit both one technical and one price proposal based upon the evaluation factors identified in the RFP. The technical and price proposal shall be submitted separately. Solicitation Release: A solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128.The VA anticipates issuing a solicitation for this requirement on or about January 10, 2018. Interested contractors will be responsible for downloading copies of the solicitation package, drawings, specifications and subsequent amendments. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation will not be honored. The solicitation will provide instructions about the proposal submission process. The solicitation and associated documents will be available for inspection via FBO. Amendments, if/when issued, will be posted to the FBO website for electronic downloading. This will be the only method of distributing amendments prior to closing. Description of Work: Provide all professional services, labor, materials, tools, equipment, and design-build services necessary for preparing, a Master Plan for the entire site, design development and construction documents for Phase 1 and Construction of the phase 1. The Design-Build Contractor shall, completely prepare site for construction operations, furnish labor and materials and perform work for the construction of Phase 1. Work also includes but is not limited to: concept reviews, master plans, design, geotechnical investigation, surveying, design reviews, master plan reviews, concept reviews, demolition and removal of existing structures, alterations, clearing, grubbing, cut and fill, earth work, grading, building construction, landscape, walls, roads, curbs, installation of pre-placed double depth concrete crypts, oversize crypts, private vaults, in-ground cremains, columbarium, installation of niche covers, utilities, storm drainage, ornamental fencing, dignified entrance features, pedestrian paving, landscape planting and turf, site furnishings, electrical, mechanical, irrigation, certain other items and consulting with Wyoming State Historic Preservation Office (SHPO). Magnitude of Construction: Between $2,000,000 and $5,000,000 Contract Duration: Performance period for this requirement is five hundred and forty (540) Calendar days from date of receipt of the Notice to Proceed. NAICS Code: 237990 - Commercial and Institutional Building Construction Small Business Size Standard - $36.5M All interested contractors must ensure that their firms have the ability to provide a bid guarantee and 100% Performance and Payment Bonds. Offerors Mailing List: Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. Individual copies of the Offerors Mailing List will not be prepared nor distributed by the Contracting Officer. In accordance with FAR 52.204-7 and VAARS 804.1102, to be eligible for award, prospective contractors must be registered in both System for Award Management (SAM) at https://www.sam.gov and in the VIP database, available at http://www.vip.vetbiz.gov Registration is free, however processing time should be taken into consideration when registering.
