This is a Sources Sought Notification for Rhesus Monkey Socialization Racks with one (1) Option period THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING AN RFQ PACKAGE OR SOLICITATION. THERE IS NO RFQ PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) has issued this sources sought announcement on behalf of the National Center for Toxicological Research (NCTR) in order to determine if there are existing small business sources capable of providing Rhesus Monkey Socialization Racks with a one (1) year Option period for ten (10) additional racks. If your firm is considered a small business source under North American Industry Classification System (NAICS) Code 334516 - Analytical Laboratory Instrument Manufacturing; with a Small Business Size Standard of 1000 employees, and believe that your firm would be able to provide the FDA with the services described below, please submit an email to yolanda.rankin@fda.hhs.gov. The vendor should include information about the company and demonstrate that it can meet all of the minimum performance requirements. Background: The FDA/NCTR has an immediate need for additional social housing primate cages to house its resident non-human primate species (rhesus monkeys). In support of the FDA's mission, NCTR conducts studies of the biological processes associated with the behavioral pharmacology to support the FDA mission. Non-human primate modular social housing cages are innately critical components of our primate research facility daily operations. The FDA requires ten (10) socialization (2 over 2) racks with an option to purchase as additional ten (10) racks. Minimum Technical Requirements for ten (10) Rhesus Monkey Socialization Racks with one (1) Option period of ten (10) additional racks: •Shall be capable of housing four (4) adult Rhesus macaques per rack in compliance with the Guide for the Care and Use of Laboratory Animals requirements with flexibility to allow varying degrees of social interaction from complete isolation to full social contact. Each individual cage within the unit must have 6.2 ft2 of floor space. Minimum of 32" interior height. •Shall have partition panels with the capability of solid, transparent, and wire mesh. Panels must be self-storing. •Shall have the ability to remove the floors to allow vertical social housing of the caging unit is optional. Please price as an option. •Each individual cage shall have a guillotine door compatible with a transfer box. The existing transfer boxes are ~11" wide x ~23" long x ~17" tall with a horizontal door. •Shall include a swing open door in addition to the guillotine door. •Each opening into the caging unit shall have non-human primate (NHP) proof locks with standard size padlock capability. •Each individual cage shall have multiple locations for secure attachment of enrichment devices. Foraging devices are optional. •Each individual cage shall have a thermal neutral perch which does not interfere with movement of the squeeze back panel. •Shall have individual cages stacked 2 over 2 (each rack shall have 2 cages over 2 cages for a total of 4 cages). •The cage backs shall be solid or mesh. •The cages do not need to lock to the wall or rail. •Shall include four (4) stainless steel feeders •Shall have the capability for automatic water and water bottles. •Shall include stainless steel waste/flush pans for each cage (not catch pans) that will be used with our existing 8" floor trough system. Bottom cage pan is 37" total length, 2" overhang in the front, 3" overhang in the back. Top cage pan 35" total length, flush in the front of cage, 3" overhang in back. •Shall be equipped with a squeeze back panel with a single pull. The squeeze back mechanism should have locking points along the entire length. •Cage card holders are not required. •Each cage shall be mounted on stainless steel casters with brakes, zerk fittings, non-marking tires 360` swivel, and must be able to withstand high cage wash temperature without melting or cracking. •Shall be constructed to last for a minimum of 10 years with frequent cage washing and transport via heavy equipment. •All joints and edges on cages, pans and accessories shall be well constructed with continuous welded seams where appropriate and no sharp edges/points. •Shall include handles on the sides to facilitate movement inside the facility. •Shall include a one (1) year warranty. Installation, Training and Warranty Requirements •The Rhesus Monkey Socialization Racks and its associated accessories shall include operations and maintenance manuals covering proper operation, routine maintenance, and trouble-shooting for the racks. All manuals and documentation on the racks shall be provided in hard copy and/or electronic format. •The offeror shall conduct an onsite training session to provide a thorough demonstration of all system/solution functions, maintenance, data administration, basic troubleshooting and hardware/software operation. •The offeror shall warrant the racks for a period of at least one (1) year from acceptance by FDA. The warranty shall include: unlimited telephone/e-mail support for questions regarding operation, onsite visits for diagnosis of problems and repairs inclusive of all parts, labor, and travel expenses at no additional cost to the FDA. •The FDA shall have a unilateral right to exercise optional periods to continue the contract beyond the warranty period: Technical phone support, onsite visits for diagnosis of problem and repairs inclusive of all parts, labor, and travel expenses, unless authorized. Delivery Date: 5/14/2018 Option Year 1: 05/14/2019 thru 05/13/2020 Delivery Location: Food and Drug Administration National Center for Toxicological Research 3900 NCTR Road Jefferson, AR 72079 FOB Point Destination. All items shall include shipping, handling and in-side delivery to the destination identified herein. Delivery/installation date is within 90 days after receipt of order. FOB Point of Delivery for Services and Supplies will be the FDA located at 3900 NCTR Road, Jefferson, AR 72079. The offeror shall furnish sufficient technical information necessary for the Government to conclusively determine that the offered products/services and components meet the technical requirements identified above. Though the target audience is small business manufacturers or small businesses capable of supplying a U.S. made product of a small business manufacturer or producer all interested parties may respond. At a minimum, responses shall include the following: • Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a product and service offered by another firm. • Past Performance information for the manufacturer and/or sale of same or substantially similar product and service to include date of sale, description, dollar value, client name, client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of the manufacturer (to include DUNS number and size status) if not the respondent. • Descriptive literature, brochures, marketing material, etc. detailing the nature of the product and service the responding firm is regularly engaged in manufacturing and/or selling. • If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide if subcontracting opportunities exist for small business concerns. The Government is not responsible for locating or securing any information, not identified in the response.
