- This Request For Information (RFI) is for informational purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. The purpose of this announcement is to gather industry feedback/information related to the cancelled solicitation W58RGZ-16-R-0004 for the Fixed Wing Utility Aircraft (FUA). Please answer the following questions: 1) Was there anything in RFP Section B that influenced your decision not to submit a proposal or created problems for you while developing your proposal - (e.g., range quantities (minimum or maximum values) of aircraft for options, number and type of Contract Line Item Numbers (CLINs), delivery schedule, complexity and number of Options, etc.)? If yes, please provide a detailed explanation. 2) Was there anything in RFP Attachment 1, Performance Work Statement (PWS) requirements that influenced your decision not to submit a proposal or created problems for you while developing your proposal (e.g., Management/Production, Technical, Logistics, Government Furnished Property (GFP) approach, support of Government Test and Evaluation (T&E) activities, etc.)? If yes, please provide a detailed explanation. 3) Was there anything in RFP Attachment 6, Product Document Description (PDD) that influenced your decision not to submit a proposal or created problems for you while developing your proposal (e.g., Minimum Performance Standards (MPSs), parameters for calculating performance, Mission Equipment Package (MEP) integration, etc.)? If yes, please provide a detailed explanation. More specifically, did the structure of the PDD's technical requirements (i.e., only MPSs or Objectives) influence your decision not to submit a proposal or create problems for you while developing your proposal? If yes, please explain why and recommend a revised structure. 4) Was there anything in RFP Attachment 0021, M-3 Basis for Award that influenced your decision not to submit a proposal or created problems for you while developing your proposal - (e.g., the evaluation factors and subfactors, relative importance of the evaluation factors and subfactors, rating methods for factors and subfactors, etc.)? If yes, please provide a detailed explanation. 5) Was there anything else in the RFP including its Attachments/Exhibits that influenced your decision not to submit a proposal or created problems for you while developing your proposal? If yes, please provide a detailed explanation. 6) Was there anything outside of the RFP that influenced your decision not to submit a proposal or created problems for you while developing your proposal? If yes, please provide a detailed explanation.
