- Sources Sought Notification THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration ("GSA") Northeast and Caribbean Region is conducting a market survey and is seeking sources for a Special Trade Blast Film Repair and Alteration project. The requirements for this opportunity include the Repair and Alteration of the Court of International Trade (CIT) Façade Upgrade, One Federal Plaza, New York, NY. Construction is anticipated to begin in October 2018. The current estimated construction cost range is $1,000,000 to $5,000,000. The estimated project duration for construction is approximately 8 months. The North American Industry Classification System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction) and the Small Business Administration (SBA) size standard is $36.5 million dollars in annual receipts averaged over a concerns latest three (3) completed fiscal years. The services for this project will include general construction services. The project will require work to be performed in an occupied building, on an occupied floor, without disruption to the operations of the tenants. The work will involve removal of existing blast film and installation of new blast film and/or other protective façade features (i.e. blast curtain or other mechanism). The building is an 8-story structure and is connected to the Jacob K. Javits Federal Building via a 4-story connector bridge. The work will also involve installation of a blast protective façade feature (i.e. metal back-up structure from mullion to mullion interior to the glass) for one or more areas from the exterior of the building (via scaffold/lift) due to inaccessibility of those glass locations from the interior of the building. General Contractors interested in pursuing this opportunity should submit a letter of interest that includes the following information to Roxanne.gill@gsa.gov by January 19, 2018. 1. Is your firm interested in submitting a proposal based on the information provided? 3. Provide a brief narrative on three projects that you feel demonstrates your firm's prior experience in providing construction services and the ability to meet the described construction requirements. 4.
