Description

This announcement is released by the Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics (OPAL), Strategic Acquisition Center-Frederick (SAC-F), seeking vendors that have the capability to provide 24/7 Web-based research subscription services. An Industry Day is being conducted for market research purposes only, to allow potential vendors to highlight the functionality of their service or product offerings to VA users. INDUSTRY DAY ATTENDANCE: The Industry Day will be held in the Washington DC Metro area on January 25th; full details of the event will be sent directly to capable vendors who respond to this notice. Vendors will be allowed to send a maximum of two representatives. Each representative shall include their full name, employer, and capability statement. Registration will be accepted on a first-come, first-served basis, until capacity. Presentation of registration confirmation/acknowledgement will be required at check-in along with a state issued ID. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs is contemplating issuing a solicitation resulting in award of a single contract to provide the 24/7 Web-based research subscription service for the following offices: Office of General Counsel (OGC) to include, Office of Diversity and Inclusion (ODI), Board of Veterans Appeals (BVA), Office of Accountability and Whistleblower Protection (OAWP), Office of Resolution Management (ORM), and Office of Employment Discrimination and Complaint Adjudication (OEDCA), as well as Human Resources and Administration (HR&A) to include: Office of Human Resource Management (OHRM), Corporate Senior Executive Management Office (CSEMO), and Labor Management Relations (LMR). 24/7 Web-based research subscription service is an online information portal used by HR&A, OGC, ODI, BVA, OAWP, ORM, OEDCA, OHRM, CSEMO, and LMR federal attorneys and human resources employees to research case law and actual case determinations in the following areas: employee relations, federal employment laws and regulations, workforce management, labor relations, pay and benefits, equal employment opportunity, and worker s compensation cases. See Attachment A for Required Capabilities and Specific Tasks that are anticipated. SUBMISSION INSTRUCTIONS: THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought Notice does not constitute a request for proposals. Submission of any information in response to this Sources Sought Notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please respond to this Sources Sought as follows: A. Cover Sheet - 1 page 1. Organization name, address, DUNS number, and web site. 2. Point of contact to include e-mail address and telephone number. 3. Type of business (as listed in SAM.gov). 4. If applicable, GSA contract number, schedule, and SIN category. B. Capabilities Statement and Market Information - no more than five pages Please respond to the following questions by providing a capabilities statement and market information: Please provide a brief description of your web-based research subscription service/tool. Does your service/tool provide the research capabilities indicated in Required Capabilities and Specific Tasks (Attachment A)? Does your service/tool provide access (whether online or hard copy) to the reference material listed in Attachment A? Does your service/tool allow for downloading documents and printing documents (whether from a Microsoft Office product or Adobe Acrobat)? Does your service/tool provide access to information relating to federal human resources case law and information? Please provide estimated pricing information for the service/tool. Please provide any other feedback or suggestions that you deem appropriate.
