- Pre-Solicitation Notice: The U.S. Army Corps of Engineers (USACE) Middle East District (TAM) intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. TAM is anticipating a Design-Build project at the Kuwait Ministry of Defense (KMOD) at Camp Arifjan, Kuwait. A FFP contract will be awarded to a prime Design-Build construction contractor. Project Scope: The Contractor shall construct six (6) warehouses in the Base Bid in Zone 2 at Camp Arifjan, with replacement of gravel pavement with concrete hardstand as an option. The buildings will consist of a pre-fabricated steel structures, concrete slab floors, CMU wall (mid-way) up, and pre-insulated metal panel walls and roof. Office space will be split between three warehouses and added as external offices to two warehouses and will include water, sewer, electricity and communications connected to the existing utility backbone at Camp Arifjan. The anticipated period of performance is 656 calendar days. The magnitude of the project is between $25,000,000 and $100,000,000. Proposal Period: Solicitation is scheduled for release on or about December 26, 2017. Contract award is scheduled on or about March 23, 2018. Location: This project is located at Camp Arifjan, Kuwait Set Asides and Codes: As the work will be performed outside of the continental United States, no set asides to small business or socioeconomic preference will be given for this solicitation. This effort is classified through the North American Industry Classification System Code: 236220 (Commercial and Institutional Building Construction) with a small business size of $36.5 million. Proposal Procedures: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The acquisition will result in the procurement of a single award, FFP, two-step contractor selection, Design-Build construction contract. This contract is part of an overall USACE Acquisition Execution Strategy for Design-Build projects to support U.S. and partner nation defense and security requirements in the U.S. Central Command Area of Responsibility (CENTCOM AOR) within Kuwait. Evaluation criteria will be stated in the RFP. The Government may include options in the RFP. Submission Requirements: Provide your experience as a Prime Design-Build Contractor completing design and construction of various construction to warehouses. List 2-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects (preferably projects in Kuwait or the Middle East). Include project scope, location, magnitude, reference contact, and date completed or percent complete if still in progress. Similar projects should have a magnitude of at least $25M-$100M and should have been performed within the past five years. Firms will be required to submit qualifications and Letters of Commitment for the following contractors, subcontractors, or consultants being proposed: APS-500 Warehouses structural inspector, project Designer of Record APS-500 Warehouses contractor, and third-party inspection firm. The Government will evaluate contractors using a two-step contractor selection process by first qualifying contractors using Technical Approach and Past Performance, then using Financial Surety (Bonding) and Price.
