- Description
- Modification #3: Q4: Will the onsite presentations be in English or Spanish? A4: Per the Grantee, the on-site presentations will be in Spanish. Q5: How robust is the Grantee's current DigSilent grid model? Does it have all generators and transmission infrastructure? Can the Grantee currently perform transient analysis? Is the Grantee looking for the Contractor to upgrade the model or simply add solar and storage capabilities? A5: The Grantee performs electrical studies (steady state and dynamic simulation) in the grid model that the Colombia ISO publishes every year. This model has all the generators and relevant transmission/distribution infrastructure. The Grantee is not looking to improve this model, the Grantee just wants to add storage/solar capabilities. Q6: Regarding Task 6 in the Terms of Reference, please confirm that BESS application "demand shifting over a 24-hours period" is required in the scope of work for this task and that BESS application "ramp rate control" is not required in the scope of work for this task. A6: Per the Grantee, both "demand shifting over a 24-hour period" and "ramp rate control" are required for this task. As a general comment on "ramp rate control" in the Terms of Reference, the Grantee notes that the short-term variability of power generated by grid-connected PV can negatively affect grid quality. The Grantee wants to be able to simulate the functionality of the BESS to control the power ramp rate of intermittent generation in its network. Q7: Regarding Task 8 in the Terms of Reference, please confirm that BESS application "demand shifting over a 24-hours period" is required in the scope of work for this task and that BESS application "ramp rate control" is not required in the scope of work for this task. A7: Per the Grantee, both "demand shifting over a 24-hour period" and "ramp rate control" are required for this task. Q8: We understand that the Grantee will provide all the inputs to the Contractor for developing load flow and transient stability simulations, in a model provided also by the Grantee. Is that correct? A8: The Grantee will provide the official model of the Colombian grid published by the System Operator. Per the Grantee, this model should be complemented with the BESS models, as well as the additional renewable generators for future scenarios. Q9: Will the Grantee also define the timespan, BESS maximum power allowed, and insertion points for the future scenario modeling? A9: Per the Grantee, these considerations will be defined by the Grantee and the Contractor throughout the development of the task related to simulation. Q10: Shall grid performance indices include only technical indices for grid stability, or shall they also include economic indices for selling energy to the SIN (Sistema Interconectado Nacional)? A10: Per the Grantee, the technical indices (grid performance, e.g. RoCoF and/or others) are fundamental for this task. Economic indices are an important consideration as well.
