- Attachment 4 - Price Summary Attachment 3 - List of References Attachment 2 - List of Drawings Attachment 1 - Work Items Combined Solicitation/Synopsis - MATSS Dry-dock and Overhaul This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5 as supplement with the additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00167-18-Q-0011. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-95 and the Defense Federal Acquisition Regulation Supplement (DFARS). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order from this solicitation under NAICS code 336611 and Size Standard is 1250 people. This is a small business set-aside. The Small Business Office concurs with the set-aside determination. The following supplies are required: CLIN 0001: Barge Overhaul Mandatory Work Items CLIN 0002: Barge Overhaul Optional Work Items The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible offerors on a lowest price technically acceptable (LPTA) basis. See 52.212-2- EVALUATION OF PROPOSALS, incorporated into this solicitation for additional information regarding the evaluation process for this award. Questions/clarification regarding this solicitation must be submitted via email to amy.goza@navy.mil by Tuesday, 2 January 2018 04:00 P.M. EST. All relevant questions will be answered in an amendment to the solicitation. Quote packages are due by 16 January 2018 by 04:00 P.M. EST. Late quotes will not be considered. Quote packages shall be sent to amy.goza@navy.mil and contain a cover sheet that provides the following information: a) Official Company Name; b) Point of contact including name and phone number; and c) DUNS number. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
