- MARKET RESEARCH - IRS INITIAL SPACE ALTERATION AT THE NORRIS COTTON FEDERAL BUILDING IN MANCHESTER, NH DUE BY 2:00 PM ON DECEMBER 20, 2017 THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. When and if a solicitation is issued, it will be issued under a different solicitation number at a later time. The General Services Administration (GSA) New England is seeking HUBZone, Service Disabled Veteran Owned (SDVO), 8(a), Women-Owned Small Business and all other Small Businesses capable of General Construction capabilities to perform the requirement as follows: Complete the renovation of existing office space on the 4th floor of the Norris Cotton Federal Building (NCFB) located at 275 Chestnut Street is to be undertaken on behalf of the Internal Revenue Service (IRS). Additionally, a space in the basement of NCFB amounting to approximately 130SF will be configured within a larger storage area for IRS records storage. In aggregate the IRS Initial Space Alteration (ISA) will comprise work over approximately 8,000 USF within NCFB. The work includes demolition of this not all inclusive list of existing architectural elements: SAT ceilings, HVAC ducting & VAVs, florescent lighting fixtures, lighting circuit control wiring, lighting control devices, low voltage (<50V) controls and communication wiring, low voltage power (120 VAC) circuiting, sprinkler system fittings & piping, fire notification system equipment, doors & jambs, GWB enclosed metal stud framed walls, sanitary drain and venting system piping, potable (hot & cold) water piping, various flooring systems and other miscellaneous architectural improvements. New construction consists of this not all inclusive list of work items: sanitary waste and vent piping, potable water (hot & cold) water piping, GWB enclosed metal stud framed walls, HVAC VAVs & ducting, HVAC controls system programming, sprinkler system piping & fittings, fire alarm system wiring & fixture installation & testing, low voltage controls wiring, low voltage communication wiring, low voltage (120 VAC) power wiring, lighting system fixture & controls installation, doors, jambs and new door hardware, cabinetry, painting, cove base, flooring system installation, security system installation, PACS system installation, CCTV system installation, SAT installation and other miscellaneous architectural improvements. Interested firms should provide sufficient information to allow an informed evaluation and decision to ascertain if there is enough competition to solicit this requirement as either an SDVO or HUBZone or 8(a) or Women-Owned Small Business Set-aside. All interested Small Business firms should respond to this notice. The estimated cost range is between $1 Million and $5 Million. The NAICS code for this service is 236220, Commercial and Institutional Building Construction. The Small Business Size standard is $36.5 MILLION. It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following: (1) Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described, and provide an agency or owner point of contact. (2) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number. (3) Evidence to establish your company's standing as a SDVOSB, HUBZone, or 8(a) small business concern, under applicable NAICS. (4) Describe how you will provide a fair market price given the geographical location of this project. (5) A positive statement of your intention to submit a bid for this requirement if set-aside for your socio-economic group. AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS.
