- THE PURPOSE OF AMENDMENT 2 TO SOLICITATION W58RGZ-16-R-0225 (VANEAXIAL FAN) IS TO ANSWER TWO (2) QUESTIONS FROM AN APPROVED SOURCE VENDOR. THE RESPONSE DATE OF 5 JANUARY 2018 TO SUBMIT PROPOSALS REMAINS IN EFFECT. THE QUESTIONS AND ANSWERS ARE AS FOLLOWS: Q1. On Page 3 of 64, para. 21 of the above Sol. it states "Access to DLA EMALL is not authorized" Is this a correct statement, or, is this statement an accidental carry over from a previous requirement? Please verify. A1: The statement is correct that "Access to DLA EMALL is not authorized". Q2. DMWR-1-4140-228 Dated June 20th 2012, page 3-5 contains a table named "Serial numbers of Axial Fans with Shafts to be Replaced". This Table lists approximately 156 Serial Numbered Fans. It has been noted that 14 years ago these same Serial Numbers were also listed in what was the current DMWR then. My question is does the US Army have any way of determining how many of these SN's have had the Shafts changed in these 14 Years ? Is there any more current SN Data available considering how dated this information is? A2: DMWR-1-4140-228 dated 20 June 2012 has been updated as of 30 June 2017. The 2017 DMWR version possess the current list of serial numbered axial fans with shafts to be replaced in Table 2 of Preshop Analysis. THE PURPOSE OF AMENDMENT 1 TO SOLICITATION W58RGZ-16-R-0225 (VANEAXIAL FAN) IS TO EXTEND THE RESPONSE DATE AS A RESULT OF VENDORS QUESTIONS. THE GOVERNMENT WILL PROVIDE ANSWERS TO THESE QUESTIONS ONCE CONFIRMED. THIS SOLICITATION IS HEREBY EXTENDED TO 5 JANUARY 2018. THE ANSWERS TO THE VENDORS QUESTIONS ARE FORTHCOMING AND WILL BE POSTED AS SOON AS THEY ARE RECEIVED. The contractor shall furnish all labor, facilities, parts, materials, equipment, tools and data (other than Government Furnished Property), necessary to accomplish the overhaul of the following assets: NOMENCLATURE: Fan, Vaneaxial INPUT NSN: INPUT P/N: 4140-01-329-3428 70361-03005-107 OUTPUT NSN: OUTPUT P/N: 4140-01-329-3428 70361-03005-107 ESTIMATED QUANTITY RANGE: Minimum 50 each- Maximum 900 each (Maximum includes a Foreign Military Sales (FMS) Quantity of 150 each) The proposed contractual action will be a Five (5) year, firm fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Maintenance and Overhaul type contract, with minimum/ maximum quantities listed above. These items are non-commercial; FAR Part 12 will not be utilized. Required delivery shall be FOB Origin. Depot Maintenance Work Requirement 1-4140-228, revision date 20 June 2012 with Change # 1 dated 05 September 2014, has been identified for this requirement. The Fan, Vaneaxial is a Critical Safety Item (CSI). Pursuant to the provisions of Public Law No. 108-136, National Defense Authorization Act Fiscal Year 2004, Section 802, Quality Control in Procurement of Aviation Critical Safety Items and Related Services, as implemented for acquisition by Department of Defense Acquisition Regulation Supplement (DFARS 209-270), contracts for modification, repair, or overhaul of CSI can only be awarded to a source approved by the head of the design control activity. Sikorsky Aircraft Corporation (CAGE Code: 78286), Transmet Inc. (CAGE Code: OKA66), Overhaul Support Services (CAGE Code: 52VE4), and AeroKool Aviation Corp. (CAGE Code: 1A821) are the only approved sources. Contractors are encouraged to seek Source Approval Requests (SAR) in order to become an approved source by submitting documentation in accordance with the Competition Advocate's Shopping List procedures. These procedures are outlined at the following website: http://amcomdmz.redstone.army.mil/casl_cmo/casl_cmo_home. No telephone requests for the solicitation will be accepted. Requests for the solicitation shall be by mail. You may mail your request to Jose Gamboa, CCAM-ALM, Building 5303, 2nd Floor, Redstone Arsenal, AL 35898-5000. Email requests should be sent to jose.m.gamboa.civ@mail.mil. Proposals can be hand-carried, mailed via the US Postal Service, or delivered by a commercial delivery service. No FAX or email responses shall be accepted for the initial proposal. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
