- Solicitation W912P718Q0001 The U.S. Army Corps of Engineers, San Francisco District, is Requesting Quotes for Sewage Pumping Vault Services and Portable Restroom Rental Services at Lake Sonoma, Geyserville, Sonoma County, CA. The solicitation number is W912P718Q0001 Work shall consist of furnishing all labor, equipment, and materials, supplies, supervision and transportation necessary to perform sewage pumping, drain cleaning, and to provide, pump and service to all portable toilets in requested areas at Lake Sonoma. Contractor's work and responsibility shall include, but not be limited to, all job planning, programming, scheduling, administration, inspection and management necessary to accomplish sewage pumping at specific areas. Contractor shall assure that all work is accomplished in accordance with the contract, all applicable laws, municipal codes, regulations, and/or written directives issued by the Contracting Officer. Solicitation is available for Full and Open Competition. The North American Industry Classification System (NAICS) code for this acquisition is 562991, with a Size Standard of $7,500,000.00. The contract will be awarded as a Firm-Fixed-Price contract for a base year (1) and four (4) one-year option periods. Subject line of email must include the solicitation number Questions concerning this solicitation must be submitted by email no later than 20-December 2017 at 11:00 AM local time. This will allow responses to be posted on FBO prior to solicitation closing. Evaluation: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1: Price Price is more important than past performance. The Government will award a contract resulting from this solicitation to the lowest priced offer that is fair and reasonable to the Government. Prices will be evaluated for fairness and reasonableness through a price analysis that compares the offered prices against each other and against an independent government estimate. Award may not be made to an Offeror's quote that is found to be unbalanced and/or unreasonably low or high. Factor 2: Past Performance Past Performance Questionnaire forms provided in the solicitation shall be completed and submitted as specified in the Instructions to Offerors. They will be evaluated to assess the degree of confidence the Government in an Offerror's ability to supply products and services that meet user's needs based on demonstrated record of performance of work similar to the work described in the solicitation. Past performance is less important than price. For an offeror to be eligible for award, it must have either a satisfactory or neutral past performance. The Government intends to evaluate quotes and make award without questions to offerors. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a Technical and Cost standpoint. Unclear quotes may not result in questions for clarifications. Offers with an omission or unclear quote may be judged to mean the contractor does not fully understand the requirements or understand what it takes to meet the requirements, regardless of the proposed cost/price, and will be rated unacceptable. In that case, the Offeror may be found unacceptable, and ineligible for award. The Government reserves the right to ask questions of offerors if the Contracting Officer determines them to be necessary.
