- Synopsis: This notice is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a Sole Source Firm-Fixed Price Contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements., and is not a request for competitive quotes. The Department of Veterans Affairs, Employee Education Services intends to award a firm-fixed price sole source contract to The contractor (Joint Accreditation for Interprofessional Continuing Education (JA) as managed by Accreditation Council for Pharmacy Education [ACPE]) 135 S La Salle St, Chicago IL 60603. This contract will include: 1. Title of Contract: Joint Accreditation for the Interprofessional Education (ACPE/ACCME/ANCC) intial application for its Provider rights to Employee Education System (EES). 2. Scope of Work: The contractor (Joint Accreditation for Interprofessional Continuing Education (JA) as managed by Accreditation Council for Pharmacy Education [ACPE]) shall provide all resources; equipment and supervision to provide EES with a full Joint Accreditation for Interprofessional Education. Contractor shall provide/conduct their Initial Application services and the annual maintenance of those services for up to four additional years. EES has recently successfully completed the mandatory eligibility review with contractor. EES now requires contractor to conduct its initial application review. This step is required in order for Joint Accreditation the opportunity to be simultaneously accredit and to provide medical, pharmacy, and nursing continuing education through a single, unified application process, fee structure, and set of accreditation standards. There are steps and necessary condition in order to meet the stringent requirements of the three separate medical governing bodies. The EES provides its largest portion of continuing medical training with its largest three (3) accreditations: Accreditation Council for Pharmacy Education (ACPE), Accreditation Council for Continuing Medical Education (ACCME), and American Nurses Credentialing Center (ANCC). Historically EES has provided the VHA clinicians over 1 million Accredited learning hours/ compliance annually with the ANCC, ACCME, and ACPE. These three accreditations approvals are needed in order for EES to continue to issue CE for its physicians, pharmacists, nurses and other ancillary professional staff that attend/complete EES training events/programs. 3. Background: Healthcare professionals from a multitude of clinical areas i.e. general practitioners, allied health services, specialties and sub-specialties require maintenance of a valid licensure. In order to maintain the individual professional license, clinicians must stay abreast on cutting edge medical information and treatment protocols. Currently, EES contracts with ACPE, ACCME and ANCC to serve as a designated provider of pharmacists, physician and nurse-specific approved continuing education. These institutions are EES s critical centerpiece target audience of EES s educational products and services, serving over 100,000 clinicians in total; this represents roughly 60% of the clinicians served by current EES accreditations. Only those EES training events pertinent to each clinical disciplines count towards meeting the specific license requirements. Continuing education is a structured educational activity designed or intended to support the continuing development of the clinician and their healthcare extenders to maintain and enhance their competence. Currently EES is required to individually and separately manage and oversee the ACPE, ANCC and ACCME accreditation review, scheduling, and payment services. This is a heavy manpower/man-hour burden on the EES accreditation team as well as the ancillary support employees. Conservatively speaking, at least 500+ man-hours are required by government to manage and oversee these separate accreditation bodies. An eligibility review is the first step necessary to merge the three accreditations into one service/focal point for all things related to ACPE, ANCC, and ACCME accreditation review, billing and renewal services in the future. It s estimated that joint accreditation approval will significantly reduce the man-hours necessary to manage these accreditations. 4. Period of Performance: Period of performance shall be from 1 January 2018 thru 31 December 2018. The government requires an additional four (4) government option years that shall run concurrently with the base award. These option years shall be used to maintain EES s annual accreditation status of the ACPE, ANCC, and ACCME accreditations. Unless specifically authorized in writing by the Contracting Officer, no services will be provided and no charges will be incurred and/or billed to any order on this contract on any of the Federal Holidays listed below. New Year s Day January 1 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November 5. Type of Contract: The Government anticipates award of a Fixed Firm Price contract. 6. Place of Performance: N/A 7. Contract Award Meeting: N/A 8. General Requirements: The Accreditation Council for Pharmacy Education oversees, manages and governs this multi-service program/service. Interprofessional Education Service Provider (ACCME, ACPE, and ANCC) EES Status Eligibility Review Completed Initial Application Will cover January 1st December 31st 2018 Annual Maintenance Service January 1st December 31st 2019, 2020, 2021, and 2022 9. Specific Mandatory Tasks and Associated Deliverables: Task 9.1 Contractor shall provide EES with joint accreditation for interprofessional initial application for ACPE, ACCME, and ANCC accreditation services. The accrediting bodies require an Initial Application in order for EES to seek a one service provider point that will grant EES designated provider status for all three accreditations. Contractor shall provide a post initial application report. Deliverable 9.1 Contractor shall provide appointed EES Accreditation team-member with a post Initial Application report. The report shall be completed by using Microsoft Word document or.Pdf format. As a minimum the report shall contain the application s findings, recommendations, and the anticipated EES joint accreditation service fees estimates. The report shall be mailed/e-mailed to the EES accreditation team-member no later than the November 30, 2018. Task 9.2 Contractor shall provide annual maintenance for EES approval with Interprofessional (ACPE, ACCME, ANCC) accreditation bodies for its EES services. The annual maintenance shall be incumbent on EES completing all necessary documentation needed to administratively maintain these same accreditation services. Deliverable 9.2 Contractor shall provide appointed EES Accreditation team-member with maintenance of this Interprofessional accreditation services for each year after the Initial Application year of service has been concluded. These annual maintenance years shall cover the following successive years: January 1st 2019 December 31st 2019 January 1st 2020 December 31st 2020 January 1st 2021 December 31st 2021 January 1st 2022 December 31st 2022 10. Evaluated Optional Tasks And Associated Deliverables : N/A 11. Formal Acceptance or Rejection of Deliverables: N/A 12. Changes to the SOW: Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. A copy of each change will be kept in a contract folder, along with all other products of the contract. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor. 13. Contractor Reporting Requirements: N/A 14. Travel: None anticipated 15. Government Responsibilities: EES will ensure that vendor has an EES Accreditation Service Team member available to provide the contractor necessary EES accreditation service protocols and procedures necessary for the contractor to complete the multi-body eligibility review. 16. Information Systems and Requirements for Unclassified Information Technology Resources: There are no security requirements as ACPE will not have access to Personal Identifiable Information (PII), nor will it have access to any of the VA EES Information Systems.
