Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W911S8-18-Q-0003 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The associated North American Industrial Classification System (NAICS) code for this procurement is 532120 with a small business size standard of $38.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2017-12-20 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be FORT HUNTER LIGGETT, CA 93928 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Two(2) Reefer Trailers 40ft for use of maintaining perishable items. Shall be 40 foot by 8 foot refrigerated trailer that will not be moved but will remain stationery at the class one break point at Fort Hunter Liggett, California. The 40ft Reefer Trailers shall have the capability to maintain a temperature of not more than 30 degrees Fahrenheit for 24hrs/7 days for the required period of performance. Must have a Generator for the refrigeration unit that can run on ULSD. The 40ft Reefer Trailers shall have a remote gauge to monitor temperature inside the refrigeration unit. The Reefer Trailers shall have a loading ramp in the rear of the vehicle. The 40ft Reefer Trailers shall be in sound working condition and fully mission capable and in accordance with the Technical Specifications attached herein. Period of Performance (POP) shall be from 10 January 2018 through 15 April 2018. (2 Reefer Trailers X 96 Days = 192 Equipment Days). Delivery Date: No later than 10 January 2018., 192, Equipment Days; LI 002: Sixteen(16) Reefer Trucks 16ft for use of maintaining perishable items. Shall be 16 foot by 8 foot refrigerated trucks and reliable in Fort Hunter Liggett Training Areas. The 16ft Reefer Trucks shall have the capability to maintain a temperature of not more than 30 degrees Fahrenheit for 24hrs/7 days for the required period of performance. Must have a Generator for the refrigeration unit that can run on ULSD. The 16ft Reefer Trucks shall have a remote gauge to monitor temperature inside the refrigeration unit. The reefer trucks shall have a loading ramp in the rear of the vehicle. The 16ft Reefer Trucks shall be of automatic transmission, in sound working condition and fully mission capable and in accordance with the Technical Specifications attached herein. Period of Performance (POP) shall be from 10 January 2018 through 15 April 2018. (16 Reefer Trucks X 96 Days = 1536 Equipment Days).Delivery Date: No later than 10 January 2018., 1536, Equipment Days; LI 003: Twenty (20) Pallet Jacks with a 4000 Ib. capability and in accordance with the Technical Specifications attached herein. Period of Performance (POP) shall be from 10 January 2018 through 15 April 2018. (20 Pallet Jacks X 96 Days = 1920 Equipment Days).Delivery Date: No later than 10 January 2018., 1920, Equipment Days; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to document bids online to be facilitated by the third-party Marketplace, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to document pricing. Offerors may submit bids during the specified period of time. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The Contracting Officer (KO) at Mission and Installation Contracting Command, Joint Base Lewis-McChord is the only person authorized to approve changes or modify any of the requirements under this solicitation, and notwithstanding anything contained elsewhere in this solicitation, the said authority remains solely with the KO. In the event the Contractor or contractor employee effects any such change at the direction of any person other than the KO, the change will be considered to have been without authority, and no adjustment will be made in the price of any subsequently awarded contract under the Changes clause or any other clause to cover any increase in costs incurred as a result thereof. In accordance with FAR 19.102(b), the small business size standard is applied by classifying the product or service being acquired in the industry whose definition, as found NAICS Manual, best describes the principal nature of the product or service being acquired. The NAICS code selected for this acquisition is 532120, Truck, Utility Trailer, and RV (Recreational Vehicle) Rental and Leasing with an applicable small business size standard of $38.5 Million. Buyer intends to issue award using a purchase order or delivery order. Bids from Sellers unable to accept purchase orders or delivery orders will not be considered for award. Multiple awards will not be made; therefore, quotes that cover less than all the items and quantities in this solicitation will be rejected and deemed non-responsive. In order to enhance the efficiency of the procurement process, the Government intends to evaluate only the lowest priced quote to determine if the quote is technically acceptable and whether the vendor has acceptable or neutral past performance. If the lowest priced quote is reasonably priced and technically acceptable and the vendor has acceptable or neutral past performance, the Government intends to make an award to that vendor and no other quote will be evaluated. If the lowest priced offer is not technically acceptable, the vendor does not have acceptable or neutral past performance, or both, then the Government will evaluate the second lowest priced quote for technical acceptability and acceptable or neutral past performance. This method will continue until the lowest priced, technically acceptable quote, by a vendor with acceptable or neutral past performance, is determined. Quotes will be evaluated based on price and technical acceptability. Quoter/Offeror certifies that the product quoted meets or exceeds all minimum requirements as stated in the Request for Quotes. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. (a) The Government will award one firm fixed price purchase order resulting form this request for quotation on an all or-none basis, to the lowest priced offer that meets all the terms and conditions of the solicitation. Price, Technical capability of the item offered to meet the Government requirement, and Past Performance will be the only evaluation factors. (b) Technical and past performance, when combined are equal to price. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.
