Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with all parts of and format in Subpart 12.6, as supplemented with additional information included in this notice in conjunction with procedures in FAR Part 8. This announcement constitutes the only solicitation. This proposed contract action is for supplies or services for which the Government intends to solicit with only one FSS vendor under SIN A-92. Interested persons may identify their interest and capability to respond to the requirement or submit price quotations. Offers of equal products: Offeror must clearly indicate in its offer that the product being offered is an equal product. The equal product must have the same physical, functional, or performance characteristics as the items listed in attached RFQ 36C26118Q0186. The equal product must be compatible and interfaceable with existing government own ScriptPro equipment. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Please provide technical specification if offering an equal product. Authorized dealers: Only firms who are authorized dealers will be considered in addition to the original equipment manufacturer. A letter from the manufacturer stating your company is an authorized dealer for the line items must be in possession by the due date and be available for submission, if requested. This combined synopsis/solicitation notice is not a request for competitive price quotations. However, if there are two or more Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) who are capable of providing a quote at a fair and reasonable price, this acquisition will be set aside for SDVOSB/VOSB. All vendors shall be registered in the System for Award Management (SAM) prior to award. Registration information is located at www.sam.gov. SDVOBs/ VOSBs not listed in https://www.vip.vetbiz.gov/ are considered non-responsive and price quotations will not be evaluated. Award will be made to the responsive/responsible offeror who provides the technically acceptable product at the lowest price. NAICS code 511210, size standard $38.5 MIL applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96, dated 06 Nov 2017. Only emailed requests received directly from the requester are acceptable. Email quotes/inquiries to carol.lam@va.gov no later than the Wednesday, December 21, 2017. Receipt must be acknowledged on my desktop computer to be recognized as received. This is the only acceptable method for delivery of quotes/inquires. Please state if your company has any government contracts, i.e., GSA, SEWP, NAC FSS, BPA, or you plan on a submission under open market conditions. For any government contract, provide your contract number, terms and conditions; SIN the products fall under (if any), delivery schedule and contract expiration date.   See attached RFQ for additional information.
