Description
Draft Statement of Work THIS SOURCES SOUGHT POSTING IS NOT A REQUEST FOR PROPOSAL: Background The Law Library of Congress requires contractor assistance to maintain the collection of legal and legislative materials through accessioning, maintenance, and preservation work and to provide book services to Congress, Library staff, government agencies, and the general public. The Government anticipates a single-award, Indefinite-Delivery/Indefinite-Quantity contract with Firm-Fixed Price and Labor Hour orders. Anticipated Period of Performance: five years Sources Sought Instructions This sources sought is a market research tool being used to (a) solicit industry input on the attached draft Statement of Work (SOW) and (b) determine potential sources that are capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal (RFP). Specifically, the Library wishes industry feedback on the following questions: 1. Is the draft SOW clear and comprehensive enough for offers to be made? Please provide feedback on areas of the SOW that need clarification and/or more information; specifically any barriers to free and open competition and any text in the sow that is vague or unclear to prospective offerors. 2. The contract is currently a labor hour contract and the Law Library is looking towards moving to an Indefinite-Delivery/Indefinite-Quantity contract with Firm-Fixed Price and Labor Hour orders. The Law Library would like feedback from industry to see if this work can be performed on a firm fixed-price basis with unit pricing for the various tasks, in whole or in part. Interested parties are invited to submit a capability statement package, including responses to questions, inputs to the draft SOW, and relevant experience and expertise. All responses must include the following information: Company Name; Company Address; and Point-of-Contact (POC) name, phone number, and e-mail address. There is no page limit to this response. Submissions must be received by email no later than 3:00 p.m. ET on Wednesday, December 27, 2017.
