- Bucket and Line Trucks Workload - Worksheet Performance Work Statement Bucket and Line Trucks Services CA WD 2015-5063 Rev 5 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quote (RFQ). This solicitation uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. This acquisition is a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 and DFARs Change Notice (DPN) 20161222, AFAC 2017-1003. The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the best value to the Government. NAICS is 541380, Electrical Testing Laboratories or Services with a small business size standard of $15,000,000. FSC is H223. The Air Force Test Center (AFTC), Directorate of Contracting, Edwards AFB, CA is seeking potential sources capable of providing the requirement identified in the next paragraph. This is an "All or None" acquisition, incomplete quotes will not be considered. This solicitation is open to United States of America company only. Requirement: Request for Bucket and Line Service consisting of Di-Electrical Testing and Physical Inspection of three each Bucket Trucks, 55-100 footer and two each Line Trucks. See attachment one (1) Performance Work Statement. Submission of quotes: All quotes are to be sent via email to maria.estevane.1@us.af.mil and courtesy copy leonila.marcelino@us.af.mil no later than 18 Jan 2018 at 12:00 p.m. (PST). Questions and Answers: Submit questions via email to maria.estevane.1@us.af.mil and courtesy copy leonila.marcelino@us.af.mil no later than 4 Jan 2018 at 12:00 p.m. (PST). Response will be posted before close of business on 9 Jan 2018. Clauses and Provisions: This solicitation incorporates one or more solicitation provisions and clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. The following factors shall be used to evaluate offers: 1. Lowest Price 2. Technically Acceptable (See PWS paragraph E, F and H) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
