- Under the Authority of Federal Acquisitions Regulations, Par 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with the American Statistical Association (ASA) on a sole source basis, to publish a monthly job advertisement for the Census Bureau to target professionals who work in the field of statistics and students who are learning the field of statistics. The Census Bureau believes that ASA is the only association that has a publication that can reach professionals and students working in the profession of statistics. These monthly advertisements will help to increase the pool of job candidates for statistician positions- a critical and sometimes hard to fill position at the Census Bureau. In order for the advertisement to be effective, placement must be in a professional publication that targets professionals working in the field of statistics and students who are learning the field of statistics. The ASA has a membership that is focused on the profession of statistics and its members are actively engaged in the professional organization through various membership activities, and receive the monthly magazine. Therefore, ASA is in a unique position to ensure the advertisements are seen by the intended audience, statisticians, and to be successful in increasing the pool of job candidates for statistician positions. The advertisements inform potential applicants of the type of work done by statisticians, the educational requirements, and information on how to apply for jobs. Without the benefit of the advertisement, the Census Bureau may not have enough qualified applicants to fill statistician positions at the Census Bureau, which in turn will impact the ability to accomplish its mission. The period of performance of this contract will be January 1, 2018 through December 31, 2018, with four (4) one year option periods. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. Detailed capabilities must be submitted to Lisa Safewright at email address lisa.r.safewright@census.gov no later than 1pm on Wednesday, December 20, 2017. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 7 days from the publication of this synopsis, a contract will be issued to American Statistical Association (ASA) without further notice.
