Description
Pre-Solicitation Notice Solicitation: FA8075-18-R-0001 Homeland Defense and Security Information Analysis Center (HDIAC) Basic Center Operations (BCO) This acquisition will be solicited as 100% small business set aside. NAICS/Size: 541715 - Professional, Scientific and Technical Services - Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology). The Small Business size standard is 1000 employees. Anticipated Request for Proposal Release Date: Early January 2018 to Mid January 2018 Acquisition Details: The HDIAC BCO requirements include Information Collection, Synthesis/Processing, Management, Analysis, Dissemination, and other associated activities necessary to maintain/operate the IAC's Scientific and Technical Information (STI) repository. In addition, the BCO contract will allow for the issuance of separately funded orders for Core Analysis Tasks (CATs). CATs will include basic R&D STI requirements, such as extended inquires, search and summaries, conferences, etc., that originate from evolving/emerging Government requirements. CATs will be limited to a total of $1M per order, a period of performance of no more than 12 months, no more than one open order per customer, and can be used for limited purchase of hardware or software. The total value of all CATS issued shall not exceed $30M over the life of the contract. Organizational Conflict of Information Restriction: To avoid the potential for an organizational conflict of interest, all prime and subcontractors on the Homeland Defense and Security Technical Area Tasks (HD TAT) contract, as well as its follow-on, the consolidated Information Analysis Center Multiple Award Contract (IAC MAC) contract, are precluded from being awarded a prime contract on this HDIAC BCO contract.
