Description
PRE-SOLICITATION NOTICE W912DR-18-B-0001 POPLAR ISLAND BACKUP ELECTRICAL SYSTEM UPGRADE, POPLAR ISLAND, TALBOT COUNTY, MARYLAND This proposed procurement is a Competitive, Total Small Business Set-Aside Invitation for Bid (IFB); NAICS 238210 "Electrical Contractors and Other Wiring Installation Contractors" with a size standard of $15,000,000.00. Project Description: The U.S. Army Corps of Engineers (USACE), Baltimore District, has been tasked to solicit for and award a construction contract to provide backup power to the MES Building 2 located on Poplar Island in Talbot County, Maryland. The electrical system on Poplar Island ranges from two to Fourteen years old. The original intent was to serve a maintenance building and an operations building. Neither the operations or maintenance building were built, however a series of trailers were installed in the place of the operations building and a pre-fabricated metal building was built in place of the maintenance building. The electrical system was designed to provide additional power for other miscellaneous items like pumps, compressors and a fuel farm. All of the medium voltage cables have a 25 KV rating. The system is currently backed up by two diesel powered generators which service the pre-fabricated buildings, trailers, well and fuel farm. The magnitude of construction is between $250,000.00 and $500,000.00. Construction duration is approximately 300 calendar days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the IFB package. This solicitation will be available on or about 5 January 2018, bids due on or about 6 February 2018. A site visit will be conducted, date to be determined. The solicitation will be provided in an electronic format, free of charge to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all USACE acquisitions are considered sensitive, but unclassified documents, and require users to have a valid MPIN entered in the FBO system to access packages. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (238210 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.
