- Subject: Balcony Railing. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 140D0418Q0093 and is a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96 dated 11-06-2017. This is a small business set-aside under NAICS 332323 with a size standard of 500 employees. Line Item 00010: Secretary ¿s Balcony1EA$______________________ Description of requirements for the items to be acquired: Fabrication and installation of 315 linear feet of sectional aluminum railing that attaches to the existing pipe railing. Railing must be in compliance with current building code and must match railing on Wing 2, 8th floor roof area (see attached pictures) Date(s) and place(s) of delivery and acceptance and FOB point: Date of award plus 30 days to deliver and install at the Stuart Lee Udall (Main Interior Building ¿ MIB) located at 1849 C Street, NW, Washington, DC 20240. Submitters can propose their own timelines. The following provisions apply: FAR 52.212-1, Instructions to Offerors ¿ Commercial with the addenda can be found in Attachment 1 Instructions to Offerors. FAR 52.212-2 applies with the following: The following factors shall be used to evaluate offers: Technical, Past Performance and Price. This requirement is being solicited using Simplified Acquisition Procedures, no relative importance is required to be disclosed. See Attachment 1. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items must be completed and returned with the offer, unless the vendor ¿s SAM is current. If so, the offeror must state so in their quote. Questions are due by 12/12/17, 2:00 p.m. ET. Offers are due by 12/19/17, 2:00 p.m. ET. Questions and quotes must be e-mailed to sarah_davis@ibc.doi.gov and matthew_walton@ibc.doi.gov. Site Visit: Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is readily obtainable. In no event shall failure to inspect the site constitute grounds for a claim after award. A site visit is scheduled for December 8, 2017 at 10:30 a.m. ET at 1849 C Street NW, Washington DC 20240. Meet at the C street entrance, inside the doors. Arrive at least 10 minutes early as you will have to be signed in and escorted. Pre-registration is required by e-mailing matthew_walton@ibc.doi.gov and sarah_davis@ibc.doi.gov by 4:00 p.m. ET December 4, 2017. Provide the name and contact information for each attendee. The site visit will begin promptly at 10:30 a.m. Only one site visit will be held. All inquiries shall be made in writing to the Contracting Officer (Sarah Davis) and Contract Specialist (Matthew Walton) at the e-mails cited above.
