- The United States Coast Guard (USCG) intends to procure a single-award Indefinite Delivery/Indefinite Quantity (IDIQ), firm-fixed priced contract for Logistics & Technology Academic Training. USCG has determined that this opportunity will be UNRESTRICTED. The North American Industrial Classification System (NAICS) code for this acquisition is 611430, Professional and Management Development Training. A. GENERAL INFORMATION 1. Title of Project: Logistics & Technology Academic Training 2. Scope of Work: The Contractor shall provide training support services, lodging, and meals, to assist the USCG in training advanced logistics and system life cycle concepts, practices, and management, for mid/senior personnel; logistics concepts, management, and strategy, for executive level personnel; and the philosophy and methods of total life cycle support for equipment and systems. Courses are not to be developmental. All courses should be pre-existing in the market place and taught commercially. The courses are not be geared for the USCG but should focus on content within the constraints and requirements of a military/government system. A mix of both Coast Guard military personnel and civilian employees will attend all courses. 3. Requirements: The Contractor shall provide academic training in the three (3) areas listed below, as well as food services and lodging as an integrated part of the training experience. Attendance of USCG personnel will range from one (1) person to a maximum of six (6) people per course. Advanced Logistics Course Executive Logistics Course Life Cycle Management Course B. CONTRACTOR REQUIREMENTS: The Contractor shall provide qualified personnel with at least three (3) years experience in the development and/or management of logistics operations and oversight; technology development and application to logistics issues; strategic planning, and/or leadership and organizational management to perform these requirements: Advanced Logistics Course shall concentrate on the business processes comprising the Logistics concept, including: enterprise resource planning systems, life cycle management, inventory control, and supply chain management. Students shall become familiar with: terminology, operating concepts, and system integration of logistics, acquisition, and sustainment processes. The course shall also introduce and review topics impacting logistics and sustainment requirements and performance. Executive Logistics Course shall focus on strategic considerations surrounding the development and sustainment of enterprise logistics systems from the senior executive perspective. Topics shall include: enterprise resource planning systems, life cycle management and enterprise sustainment concepts. Life Cycle Management Course shall enhance the students' understanding of logistics and the concept of total life cycle support through sustainment integration & improvement, system engineering concepts, and analysis of commercial industry and DoD best practices. Facility: Contractor's facilities shall be within fifty (50) miles from an airport within the continental United States. The Contractor's facilities shall already be served by commercial transportation (e.g. taxi, bus, train, airport/hotel shuttle, etc.). The Contractor shall furnish all: facilities, materials, equipment, and services, necessary to fulfill the requirements herein, including the following: 1. Classroom and study facilities suitable for the training provided. 2. All training aids, including any audio-visuals, mockups, or simulations, listed in the program must be accurate and appropriate to the course for which they are used. 3. All training materials (e.g., books, handouts, papers, etc.) required for the training. Lodging: Contractor provided lodging shall be clean and be single-occupancy in nature. The rooms shall provide (at a minimum) a bed, a chair, and a desk with appropriate lighting. The rooms shall also have an attached private bath with full toilet and shower. Rooms should be of similar size and type for all Government participants. Meals: All USCG personnel will require three (3) meals per day while lodging on the Contractor's facilities. C. GOVERNMENT RESPONSIBILITIES: No Government furnished resources. D. Period of Performance will be a base period of twelve (12) months and four (4) 12-month options for a total potential period of performance of sixty (60) months if all options are exercised. E. The solicitation is expected to be released on or about January 3, 2018. Proposals will be due 15 calendar days from the issuance date of the solicitation. To be eligible for award, firms must be registered in the System for Award Management (SAM) database under the corresponding NAICS code solicited.
