Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, indefinite-delivery, indefinite-quantity type contract that has fixed-price with economic-price-adjustment (EPA) provisions for materials and services using the policies and procedures of FAR Part 12, Acquisition of Commercial Items; FAR Part 15, Contracting by Negotiation; and FAR Subpart 16.5, Indefinite-Delivery Contracts. Two request for information (RFI)/sources sought notices (numbers N0018917R0016 and N00189SRVMART) associated with this solicitation were posted on 30 March 2017 and 01 May 2017 to identify interested sources and to obtain feedback on the draft Performance Work Statement. As a result of information obtained from responses to the RFI/sources sought notice, this requirement will be solicited using full and open competition. The activity s small business office concurs with this determination. The NAICS code applicable to this procurement is 315220, Men s and Boys Cut and Sew Apparel Manufacturing. The size standard is 750 employees. The Federal Supply Classification is 8405, Outerwear, Men s. The place of performance is Naval Station Norfolk, Virginia. This requirement is to acquire supplies and third party logistics (3PL) support services required by NAVSUP FLCN. The Government requires a contractor to operate a commercial retail store and furnish all supplies, parts, equipment, and material needed by the Government in the following general commodity groups: office supplies/equipment, janitorial and sanitation items, industrial hardware, galley supplies/equipment, safety supplies/equipment, and tactical supplies/equipment. In addition, the contractor will be responsible for inventory and logistics distribution design, mobile store(s) operation, free delivery service, and participation in the Department of Defense (DOD) FEDMALL website for e-commerce ordering in Virginia s Hampton Roads area. The performance period for this acquisition is anticipated to be a 2 and year ordering/effective period beginning on 14 June 2018 and ending on 13 December 2020. The total anticipated contract period of performance is 2 and years. The solicitation is expected to be available around 18 December 2017. A site visit is anticipated to be held on 04 January 2018 prior to the receipt of proposals to allow all interested offerors the opportunity to view and inspect the facility located onboard Naval Station Norfolk. Information about the site visit will be contained in the solicitation. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO, https://www.neco.navy.mil.). The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a proposal. All responsible sources may submit a proposal that will be considered by the Government. By submitting a proposal, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award.
