Description
INSTALLATION OF WALL CRANES SCOPE: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The Government is issuing this RFI in an effort to understand price, market availability, and capabilities for planning purposes for installation and removal of wall cranes. Any information submitted by respondents to this request is strictly voluntary. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for planning and market research purposes only. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. 1.0 BACKGROUND: 1.1 Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) purchased four Abell-Howe wall cranes with a 5 Ton Coffing hoist to replace the outdated wall cranes. One of the cranes is partially assembled and installed by the building. A second crane was assembled, installed and is operational but needs to be converted to an AC powered crane. The two remaining cranes were partly assembled before work was halted. PHNSY & IMF requires a contractor to complete the assembly of the cranes and hang two remaining cranes. 2.0 SCOPE AND OBJECTIVE: 2.1 INSPECT SHIPYARD PROVIDED COMPONENTS: The contractor shall inspect PHNSY & IMF provided crane hardware and identify any additional hardware that it will require. PHNSY & IMF plans to provide all required hardware as specified in paragraph 3.5. 2.2 COMPLETE ASSEMBLY OF CRANE: The contractor shall complete the assembly of the cranes in accordance with Abell-Howe Crane drawings 3220688 and Abell-Howe manuals. The contractor shall also wire up the crane in accordance with Megnetek Drawing 459602-00. Table A is provided to identify major items that were completed or not completed. Some bolt holes may be smaller than the bolt specified on the drawings. Reaming of the bolts holes may be required to obtain a body bound condition. 2.2.2 ELECTRICAL WIRING: Installation of all electrical wiring, conduit, and components shall be performed in accordance with the requirements of NFPA 70. As a minimum the following shall be followed: • All electrical connections shall be installed in accordance with NFPA 70 sections 110.14 or 430.9, as applicable, or as recommended by the device manufacturer. • Crimped terminal lugs, if used, shall be properly sized for the wire and installed using the device(s) - e.g., crimping tool and indenter - recommended by the terminal lug manufacturer. • All spare conductors shall be identified as spare conductors, and shall have their ends insulated to preclude accidental contact with energized equipment. • Adhesive-backed wiring tie wraps and cable-clamping devices shall not be used when mounting to control panel backplanes unless they are secured with fasteners, in addition to the adhesive. In other locations, use of adhesive-back wiring tie wraps and cable-clamping devices should be minimized as much as practical. • Wiring around sharp edges, such as panel doors, shall be wrapped in protective sleeves (e.g., "spiral wrap") to prevent wiring insulation damage from chaffing, cutting, or abrasion. • Control panels shall not be used as raceways for conductors not terminating within the panel. • Bushings or chafing protection gear shall be used on all panel conduit entries. 2.2.3 TROLLEY/HOIST INSTALLATION: Install the trolley/hoist and festoon per manufactures instructions. 2.3 REPLACEMENT OF DAMAGED COMPONENTS: The contractor shall remove and replace the following damaged crane components as identified in Table B. 2.4 CONVERT TO AC POWER: Cranes 155-471, 155-472 and 155-473 were purchased as DC powered cranes. The Shipyard no longer has DC power to the building. The contractor shall convert these cranes to utilize AC power by replacing components identified in Table B. Contractor will need to fabricate a bracket to mount the electrical collectors. The estimated weight of the crane without trolley is 20,000 lbs. Rigging by choking or sweeping using synthetic products is not allowed unless approved by the Shipyard. Based on past lifts, the crane will need to be tilted 13 degrees to install. It is recommended that the crane be tilted with rigging gear low to the ground and angle confirmed prior to lifting. Tilting of lifted or suspended load during installation when it is necessary shall only be performed using a chain-fall, ratchet hoists or similar equipment, and only done in a controlled manner following Shipyard approval. The plan shall include as a minimum, lifting configurations, center of gravity of the lifted load, laydown area, overhead interference and mobile crane hook height requirements. Drawing of new cranes available upon request. 2.6 REMOVAL PLAN: Nine existing wall cranes shall be removed and relocated. The crane contains hazardous materials such as lead paint, asbestos wires and oil in the gear boxes. The contractor shall develop a Removal Plan to lower the crane and transport and offload the crane. The estimated weight of the crane without trolley is 25,000 lbs. Rigging by choking or sweeping using synthetic products is not allowed unless approved by the Shipyard. Tilting of lifted or suspended load during installation when it is necessary shall only be performed using a chain-fall, ratchet hoists or similar equipment, and only done in a controlled manner following shipyard approval. The plan shall include as a minimum, lifting configurations, center of gravity of the lifted load, laydown area, overhead interference and mobile crane hook height requirements. 2.7 HANGING CRANES: The contractor shall install the crane based on the installation plan. 2.8 REMOVING CRANES: The contractor shall remove cranes 155-1496, 155-459, 155-460, 155-462, 155-463, 155-465, 155-466, 155-467, 155-469 based on the removal plan. 2.9 POWERING THE CRANE: Contractor shall power the crane to ensure all components are properly installed. Contractor shall correct all improperly installed components. 2.10 TOUCH-UP AND CLEANING: Contractor shall touch-up paint the crane and clean the work area to the original condition after the crane has been installed.
