- REQUEST FOR INFORMATION (RFI) - U.S. Global Development Lab Solicitation Number: 7200AA18R00019 Notice Type: Sources Sought Subject: DRAFT Issuance Date: December 15, 2017 Closing Date: December 22, 2017 Closing Time: 17:00 (5:00 PM) EST Background The United States Agency for International Development (USAID) U.S. Global Development Lab (Lab) serves as an innovation hub. We take smart risks to test new ideas and partner within USAID and with other actors to harness the power of innovative tools and approaches that accelerate development impact. This document is a request for information from organizations that have the capacity and proven track record to provide a wide range of expertise such as Chief Human Capital Officers (CHICOs), Human Resource Directors, and other Administrative and Management Officers who have designed, developed and implemented new HR programs, systems, and processes under the OPM Demonstration Project Authority or under specific legislation, e.g., National Aeronautics and Space Administration (NASA) Flexibilities Act of 2004 to provide insights, advice and counsel as USAID advances this process. Purpose and Background The Lab intends to design a mechanism to procure services that will advise and assist USAID in the design and development of a new personnel system under the Office of Personnel Management (OPM) Demonstration Project Authority. Specifically, USAID requires the expertise of a wide range of expertise such as Chief Human Capital Officers (CHICOs), Human Resource Directors, and other Administrative and Management Officers who have designed, developed and implemented new HR programs, systems, and processes under the OPM Demonstration Project Authority or under specific legislation, e.g., National Aeronautics and Space Administration (NASA) Flexibilities Act of 2004 to provide insights, advice and counsel as USAID advances this process. On November 14, 2017, the USAID Administrator approved USAID to seek OPM Demonstration Project Authority to test a new hiring mechanism, as well management, compensation, and transition approaches for crisis, humanitarian and health staff using the OPM Demonstration Project Authority. Proposed Activities ●Convene a panel of SMEs to review USAID's demonstration project concept and discuss relevant lessons learned and recommendations. SMEs would include current and former CHCO/HR Directors and other Administrative and Management Officers who have designed, developed and implemented HR programs, systems and processes under OPM's Demonstration Project Authority and/or legislation that have been enacted and either still in use or have been rescinded, e.g., NASA Flexibilities, Intelligence Reform Terrorist Protection Act (IRTPA); National Nuclear Security Agency (NNSA); National Institute of Standards (NIST), National Security Personnel System (NSPS), DHS Max-HR, and other similar systems and processes. ●Provide subject matter expertise to enable successful union engagement and negotiation and to assist with congressional and OPM engagement ●Serve as expert advisors to the USAID Mobility and Flexibility design team, providing from their specific experience: oWhat worked; what did not and why about their own initiatives; oWhat the panel members wished they had done and didn't; oThe top three things the panel would change about the project if they were designing and implementing today and why; oLessons learned from engaging in the OPM Demonstration Authority process; oIdentification of known or potential "landmines" and why they are the "landmines"; oReview and recommendations for enhancing the proposed USAID design as proposed by the design team; oRecommendations regarding who to engage from the unions and the sequence of union engagement; and oAssistance in securing both OPM and Congressional approval. ●Technical Assistance oProvide suggestions, based on advice from the SME panel regarding methodologies to prevent the Re-Do of the DOD and address the DHS failure. oDesign team facilitator to facilitate team meetings. oPrepare meeting agendas and schedule as outlined by Program Manager; take and publish team meeting notes. oAssist the team with: ▪What are the critical issues that must be addressed ▪What are the critical outcomes that must be achieved to make this endeavor worth the time and effort expended? Optional Additional Proposed Tasks ●Provide technical assistance as outlined below: oDraft Demonstration Project Federal Register notification; oDraft Congressional notification; oDraft Communications strategy and plan for employees, and key stakeholders; oFacilitate public hearings; oWork with team and OPM to draft evaluation plan; and Draft OPM approval request. Include any relevant GSA schedules that you currently hold, clarity of the proposed requirement, any comments on the requirement would be helpful and no more than five (5) pages. Please do not submit proposals or resumes as they will be discarded. Submissions will not be acknowledged. USAID may use any information provided without incurring any obligation. This announcement is a Request for Information (RFI), not a Request for Proposals (RFP) and is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. It should be noted that responding to this RFI will not give any advantage to any organization in the subsequent procurement. The USAID Global Development Lab will not provide answers to any question submitted in response to this request. Responses will be held confidential. Proprietary information should not be sent.
