- ATTACHMENT H-3 TO RFP DRAFT SOLICITATION FOR QRADS ******UPDATE DECEMBER 15, 2017. It is anticipated that the solicitation for QRADS will be posted to FBO between December 26, 2017 and early January 2018. in January 2018. Thank you for continuing to monitor FBO and we look forward to receiving proposals once the solicitation is issued. Attached to this update notice is a DRAFT SOLICITATION to assist industry with understanding the likely requirements, terms and conditions, and evaluation criteria, etc. that are as close as possible to the final RFP at this time. Please review all attachments carefully. Description: THIS IS A DRAFT REQUEST FOR PROPOSALS/SOLICITATION ONLY. This requirement will be conducted as a non-commercial item acquisition in accordance with Federal Acquisition Regulation (FAR) Part 15 (Contracting By Negotiations), as supplemented with the additional information included in this notice. This is a DRAFT Request for Proposals (RFP). A copy of the DRAFT Solicitation of 50310218R0002Quantitative Research Analytical Data Support (QRADS) is being attached to this electronic notice. The Government anticipates award of multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts resulting from the solicitation when it is issued. Under the IDIQ contracts, the Government will issue T&M/L&H and FFP TOs. The period of performance for this procurement shall consist of one (1) year base period with four (4), one (1) year options. The Request for Proposal (RFP) shall require the submission(s) of technical proposal(s) as well as price proposal(s). Contract(s) will be issued to eligible firms offering the best value proposal to provide the services in accordance with the Statement of Work (SOW). The U.S. Securities and Exchange Commission (SEC) Division of Economic and Risk Analysis (DERA) supports the mission of the SEC to protect investors, maintain fair and efficient markets, and facilitate capital formation. The program is to obtain support in the following work categories: Channel 1 - External Research Support and Technical Expertise (set aside for Small Businesses); Channel 2 - Analytical Tool Development; Channel 3 - Database Development and Maintenance; Channel 4 - Analytical Reports and Data Analysis; and Channel 5 - Analytical Methods and Support. The North American Industry Classification System (NAICs) is (541690)-other scientific and technical consulting services. The Contractor shall provide all labor and material. All Offerors must be registered in the System For Award Management (SAM.gov) (http://www.sam.gov). Further, Offerors are required to complete their Online Representations and Certifications under SAM.gov prior to submittal of a proposal to be eligible for award. Proposals are NOT being requested at this time as attached to this notice is the DRAFT SOLICITATION. If a vendor wishes to submit questions or comments on this DRAFT SOLICITATION, they may do so by submitting questions to QRADS2@SEC.GOV as soon as possible, but not later than Wednesday, December 20, 2017 at 2:00PM EST. Electronic mail attachments, if submitted, shall be prepared using Microsoft Office. VENDORS ARE NOT REQUIRED TO SUBMIT QUESTIONS ON THIS DRAFT SOLICITATION. When submitting questions and comments, refer to the specific text of the DRAFT SOLICITATION/RFP. Use the following header in the email subject line, and the reference shall be contained in the body of the email. Subject: DRAFT RFP No. 50310218R0002 Reference: RFP Section, Paragraph(s), Page(s). The Government reserves the right to address any questions received on the DRAFT SOLICITATION when the actual solicitation is issed via FBO. In the event questions are addressed at that time, no questions will be attributed to the respective Offerors. REMEMBER: Proposals are NOT being requested at this time as attached to this notice is the DRAFT SOLICITATION. *****UPDATE December 7, 2017.
