- Statement of Work - SSPA's Brand Name Justification The U.S. Department of Commerce, NOAA, Wallops CDA Station, Wallops Island, Virginia, intends to negotiate and award a firm fixed price contract to Teledyne Wireless, LLC dba/Teledyne Paradise Datacom, LLC, 328 Innovation Blvd., Suite 100, State College, PA 16803. Teledyne Paradise Datacom is the Original Equipment Manufacturer (OEM) and only source available to satisfy the agency's needs to repair the Solid State Power Amplifiers (SSPA) to manufacturer's specifications and to NOAA's antenna operating specifications on the GOES antenna system. Teledyne Paradise, Mfg. for the HPAS2500SRXX001 SSPA, maintains all proprietary rights, and maintains all updated specifications, provides unique experience, knowledgeable, and trained specialized technicians to service and supplies the OEM replacement parts required for the Power Amplifier's repair. The Power Amplifiers are a vital part of the GOES antenna system which supplies satellite data to forecasters that can result in the preservation of lives and property. It is practicable that only the manufacturer provide this unique service for this equipment to maintain the integrity and reliability necessary to support the mission. Teledyne Paradise Datacom, LLC is the only responsible source who can provide the required repair service to successfully restore the SSPA HPAS2500SRXX001 (2ea) to serviceable condition. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.sam.gov. The Product Service Code for this requirement is J059 and the North American Identification Classification System (NAICS) code is 334220. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 12:00 pm (ET), December 22, 2017 will be considered by the Government. A determination by the Government not to compete this proposal requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
