- STATEMENT OF WORK FOR ADVANCED TEST REACTOR NON-DESTRUCTIVE EXAMINATION SYSTEM (ANDES) UNDERWATER LASER METROLOGY SUPPORT The Idaho National Laboratory (INL) is looking to enhance its Post Irradiation Examination (PIE) functionality by developing an in-canal PIE station (ANDES). One of the functions desired for this station is the ability to do surface evaluations on cladding containing radiologically active materials. The technology identified for this purpose is laser metrology or laser scanning. The purpose of this request is to identify parties with developed technologies applicable to underwater laser metrology. Specific operating conditions and performance requirement are identified in the attached Statement of Work (SOW). Primary requirements include the following: Being able to scan underwater and through a water barrier (scanner will not be able to contact the specimen); Scan a 210 in2 area at 25 µm spatial resolution within 4 hours; Scan a 210 in2 area at 100 µm spatial resolution within 2 hours; System shall be resilient to radiation damage up to 500 rad/hr gamma dose rate. It is assumed that existing laser metrology technologies may require some modifications to be able to adapt to the ANDES station and be able to provide the required functionality and resolution. It is further assumed that in order to guarantee performance, the provider may want to design their own handling system for the scanner. The attached SOW is developed in a manner that will allow the supplier to participate in the design process and design a custom handling system, data collection system and control system applicable to the location of use. The bid will require identification and selection of existing laser metrology systems applicable for this use. Selection of the winning big will largely depend on the ability of the existing technology to meet the performance requirements. After selection of the winning bidder, phase 1 and 2 are effectuated and include the design of the handling system, control system and data collections system. These technologies may already exist and require little or no development, which will simplify the phase 1 and 2 efforts. Phase 3 includes procurement of the laser scanner equipment. Phase 4 includes fabrication and/or procurement of the handling system, control system and data collection system. Phase 1 conceptual design will need to be completed by June 15, 2018. Phase 2 will need to be completed by June 15, 2019. The complete ANDES system milestone is completion by September 30, 2019. With completion of the ANDES system design, funding will be sought to procure and install the system. It is anticipated that this procurement of the scanner and associated systems would happen in calendar year 2020.
