Description
The Naval Postgraduate School Department of Mechanical and Aerospace Engineering has an immediate requirement for an over of an existing Allison T63 turboshaft engine. A sole source justification for Aeromaritime America is provided. The engine is essential to the Dept. of Mechanical and Aerospace Engineering with regard to instruction and research, especially in supporting thesis work, core requirements in order for NPS to fulfill its mission. It offers a critical tool for student understanding of chemical to mechanical energy conversion principles. To that end, having the unit overhauled will provide a safe and reliable platform for years to come. The cost of having a turboshaft engine overhauled is very expensive so minimizing cost was a priority. Aeromaritime America has been very flexible in helping to work with us in developing a plan that would significantly reduce costs to make the overhaul affordable. Over a period of three weeks, a lot of effort was expended in developing a plan that deviates significantly from the typical overhaul process. Some of theses ™ unique requirements include the fact that the engine does not require flight certification. In addition, if some of the required parts on the engine are deemed unserviceable, Aeromaritime America has indicated that they will find parts that are serviceable but not necessarily flight certified, which is extraordinary as all aircraft engine service centers deal only with flight certified hardware; hardware deemed not being able to be certified for flight is destroyed. In addition, the test run procedures that determine output performance will be modified so that not all procedural requirements and inspections will be done which is normally the case for flight certification. Aeromaritime America is expending a lot of effort providing these compromises to its normal procedures to accommodate us which will result in significant cost savings to the government. In return, the government, specifically the Dept.of Mechanical and Aerospace Engineering, will receive an engine that will support its requirements for years to come. Sole Source Statement: The proposed contract action is for non-commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.303-2 “ Circumstances Permitting Other Than Full and Open Competition and 6.305 “ Availability of the Justification. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
