- The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DOI) Bureau of Indian Affairs (BIA), has a requirement for a fully contractor operated and maintained light helicopter in the vicinity of the Grand Canyon in Arizona. The contractor shall provide exclusive, year-round, on-call transportation for passengers and cargo utilizing a Type III helicopter in accordance with the specifications in Sections A and B of the solicitation/contract. The contractor must possess both a Federal Aviation Administration (FAA) Part 135 certificate which authorizes the contractor to operate an aircraft for compensation or hire, and an FAA Part 133 certificate for external-loads. The contract aircraft will not perform wildland firefighting activities. There are three distinct BIA organizations that will require transportation services under the contract: They are the Office of Justice Services (OJS), the U.S. Bureau of Indian Education (BIE), and the Truxton Canon Agency ™s (TCA) Division of Facilities Management and Construction (DFMC). The contract helicopter shall be based at the Grand Canyon National Park Airport (KGCN) near Tusayan, Arizona. Daily flight activity will begin and end at KGCN. Flights may occur between, but are not limited to: Tusayan, Supai, Long Mesa (adjacent to Supai), Hualapai Hilltop (about 8 miles south of Supai and the beginning of the Havasupai Trailhead), Bar 4 (about 2 miles south of the Hualapai Hilltop), and Peach Springs, Arizona. External sling loads are required for some cargo items such as construction tools and materials, all-terrain vehicles, school supplies, bulk food for prisoners, and hazardous materials (gasoline cans and propane tanks). The aircraft requirements include: single turbine engine rotorcraft certified in accordance with 14 CFR 27, non-jettisonable payload (HOGE) of 650 pounds at 25 degrees Celsius at 6,000 feet pressure altitude, 117 knots VNE at 25 degrees Celsius at 6,000 feet, and five (5) insured passenger seats not including pilot. The anticipated first year ™s performance period is May 1, 2018 through April 30, 2019. The total possible contract period is one base year and four individual option years, with the possibility of up to a six month final extension. The anticipated issue date of the solicitation is December 28, 2017 with a projected closing date of January 25, 2018 at 3:00PM Mountain Time. This solicitation is 100 percent set-aside for participation by small business concerns under NAICS code 481211, Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees or less. The Government will award a contract in accordance with the best-value trade-off method stated in the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to be awarded the contract.
