Description
H-53E Item Listing Defense Logistics Agency (DLA) is issuing solicitation SPE4A2-17-R-0032 to support the H-53E Performance Based Sustainment Support Initiative. The purpose of this action is to add approximately 2,190 National Stock Numbers (NSNs) with a total estimated value of $212.5M to the Sikorsky Aircraft Corporation (Sikorsky) Long Term Contract (LTC) SPE4AX-15-D-9002 as a separate performance-based support subsumable contract with performance metrics and incentives/disincentives tied to achieving improved customer outcomes. This performance based project will include approximately 1,400 Sikorsky Sole Source NSNs. The solicitation will be unrestricted with a projected solicitation issuance date of 8 JAN 18 and a projected close date of 9 APR 18. The place of performance will be the Contiguous United States (CONUS). This population of items meets the definition of bundling at FAR 2.101, and it is likely unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107-3. The expected benefits of this bundling action are and summarized below: (1) Cost savings (2) Price reduction (3) Quality improvements that will save time or improve or enhance performance or efficiency (4) Reduction in acquisition cycle times (5) Better terms and conditions (6) Anticipated financial benefits equivalent to five (5) percent of the estimated contract (including options) The Government intends to use a letter solicitation; therefore, any interested sources must notify the contracting officer prior to the synopsis closing date and submit a complete response on how the offeror would provide the population of NSNs to support the H-53E including a complete response to the Government Sources Sought. A copy of the letter of interest should be forwarded to the contracting officer identified herein and Small Business Administration Procurement Center Representative (SBA PCR), michael.massello@sba.gov. The Government may alter the acquisition strategy if sufficient information is received on how another offeror can fully support the NSN population and provide the desired customer outcomes.
