- Description
- The United States Agency for International Development in Burma (USAID/Burma) intends to issue a Request for Proposals (RFP) for the "Promoting the Rule of Law in Myanmar (PRLM) Activity". This is a Cost-Plus-Fixed-Fee (CPFF) completion type contract, with a total estimated cost in the range of $25 to $30 million, covering a total estimated period of five years. The purpose of the PRLM Activity is to strengthen the capacity of Myanmar's justice sector institutions to establish standards of due process in the legal system and protect human rights. PRLM will partner with civil society organizations and international non-government organizations to improve the delivery of access to justice services to vulnerable communities. The rule of law remains a critical element in Myanmar's democratic transition. PRLM is also intended to be a platform that will facilitate a dialogue among a variety of institutional stakeholders with diverse backgrounds and incentives to develop national and institutional strategies to advance rule of law reforms. This is not a solicitation. USAID/Burma does NOT invite offerors to submit proposals in response to this pre-solicitation synopsis NOR will USAID/Burma accept comments, questions and/or inquiries in response to this pre-solicitation synopsis and will NOT respond to any. NO awards are anticipated to be made in response to this pre-solicitation synopsis. Prospective offerors are advised to periodically monitor the FBO website for any updates concerning this procurement. This pre-solicitation notice does not obligate USAID/Burma to release a solicitation or award a contract nor does it commit the U.S. Government to pay for costs incurred in the preparation and submission of a proposal.
