- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to inform potential offerors that the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Tokuyama Architect and Engineers, Inc. is the intended source, since it developed the original Design Build RFP Package (under contract N40084-12-D-0019 Task Order 0005) and already has extensive knowledge of the project to provide for the requirement in a timely and cost effective manner. The work includes, but is not limited to: -Update the original DB RFP package parts 2 through 6 with the latest codes, criteria and standards. Submittal shall include revised basis of design and cost estimates. -Post Construction Award Services (PCAS): a.Review of Design Submittals “ Contractor ™s drawings, specifications, basis of design and design analysis b.Review of Construction Submittals c.Office consultation during design and construction phases d.Witness Preliminary and Final Acceptance Testing The NAICS Code for this procurement is 541330 and the annual size standard is $15 million. The proposed contract action is for architect-engineer services for which the Government intends to solicit and negotiate with only Tokuyama Architect and Engineers, Inc. under the authority of FAR 13.106-1(b), since it is likely that award to any other source would result in substantial duplication of costs to the Government that is not likely to be recovered through competition. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
