This acquisition is a competitive 8(a) set-aside. It has been determined that competition will be limited to 8(a) firms located within Region VIII -Colorado, Wyoming, Montana, South Dakota, North Dakota, & Utah, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The NAICS code is 237310 and the Size Standard is $36.5M. In accordance with FAR 4.1102 and DFAR 252.204-7004, Alternate A, System for Award Management (SAM); the contractor must be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. The proposed types of contracts are multiple award indefinite-delivery, indefinite-quantity (IDIQ) firm-fixed-price contracts. A maximum of six (6) Multiple Award Task Order Contracts (MATOCs) are anticipated with a combined ceiling value of $200,000,000. As described in task orders expected to be issued under these contracts, the Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for maintaining and repairing existing paved and unpaved structures and constructing new paved and unpaved structures, including but not limited to paved and unpaved roadways, bridges, sidewalks, parking areas, motorpools, airfields, and runways to include subsequent services and typical features that promote safe and efficient transportation (trails, ditches, curbs and gutters, traffic signals, traffic signs, street lights, and drainage features). Projects may include landscaping, electrical, and drainage work. The 50th Contracting Squadron intends to award a maximum of six (6) MATOCs with a period of performance anticipated to be 3 Sep 18 - 2 Sep 25, with an initial five (5) year ordering period from 3 Sep 18 - 2 Sep 23, followed by a single, two (2)-year option period from 3 Sep 23 to 2 Sep 25. Questions in response to this presolicitation notice are due, in writing via e-mail, to the primary and secondary points of contact not later than 2 Jan 2018 at 11:59 PM Mountain Time. NOTES: 1. The solicitation with the official specifications and drawings will be available on the GPE on or about 4 Jan 2018 posted at https://www.fbo.gov. The tentative date for the receipt of proposals is 23 Feb 2018. A physical site visit for this project will be scheduled for all potential offerors, the time and date is yet to be determined but will be listed in the official solicitation. Physical copies of the solicitation and all accompanying specifications will not be provided. All documents for this project will be uploaded to https://www.fbo.gov. 2. The contractor shall provide a signed copy of the SF 1442 and acknowledge and/or sign all amendments at the time and place specified in the solicitation for receipt of proposals. All proposals shall be delivered in the method and by the time specified in the SF 1442. Proposals delivered shall be marked to show the offeror's name and address, contact number, the solicitation number, and the date and time the proposals are due. 3. Contractors that are debarred or suspended are excluded from receiving contracts.
