- This is a Request for Information only (RFI). This is not an invitation for bids, requests for quotations or requests for proposals. This notice is published in accordance with FAR parts 10.002 and 15.201 in support of market research. NO AWARD is intended as a result of this synopsis as the Government has no intention to pay for information received. A requirement has been identified for a contractor to provide the following: Phased Array Tracking Radar Intercept on Target (PATRIOT) General Purpose Electronic Test Station (GETS), in-country services for Foreign Military Sales (FMS) customer, the State of Qatar. This requirement is to provide an on-site, Engineering, Logistics and Technical Support Specialist for PATRIOT GETS test equipment and Test Program Sets (TPSs), as well as supplies, labor and services required to maintain GETS test equipment and associated accessories and peripherals. 1. Engineering support provided by the on-site specialist shall include management, engineering, maintenance, quality assurance and configuration management. 2. Prior to the delivery of the GETS station and its accompanying equipment, the Engineer will conduct an in-country site survey, install the hardware/software, the TPS updates and provide associated technical data updates. 3. The on-site specialist shall provide technical support to assist FMS personnel in developing the expertise required to operate and maintain the equipment and shall assist with resolution of field problem reports as specified by Engineering Services Memorandum (ESM). 4. The Period of Performance shall be From: 1 June 2018 To: 31 December 2019. Interested firms who believe they are capable of providing the above mentioned services are invited to indicate their interest by providing: 1. Company name, address, CAGE Code, point of contact email address, phone number. 2. Business size (i.e. large, small, disadvantaged, veteran owned, etc.) 3. Affirmation of cleared personnel and facilities. 4. A description of your company's capabilities to perform GETS test equipment installation and system operator maintenance training. 5. A description of your company's approach to meeting the required period of performance, in the required location. All responses shall be classified. All assumptions, including any assumed Government support and anticipated Government Furnished Property (GFP) shall be clearly identified. All proprietary and restricted information shall be clearly marked. The Government shall not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of info information. All response shall be no longer than 5 pages and transmitted electronically to Catherine J Smith. NO telephone or fax requests will be accepted. Responses will not be returned nor will they be considered by the Government as offers. This RFI is for planning purposes only and shall not be considered as an IFB, RFQ or RFP. Additionally, there is not obligation on the part of the Government to acquire any services as described in this RFI. Any response to this RFI will be treated only as information for the Government to consider. Your company will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary. Restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
