- Amendment 0001 to Draft RFP N00024-18-R-2210 provides the following updated documents. Additional updates to the solicitation will be posted as they become available. 1. Heavy Polar Icebreaker (HPIB) draft Request for Proposal (Sections A - K) Limited Access Documents 1. Heavy Polar Icebreaker (HPIB) draft Request for Proposal 2. Section J Exhibit A - Contract Data Requirements List 3. Section J Attachment 1 draft HPIB System Specification (Updated) 4. Section J Attachment 4 draft Supplemental Test Statement of Work 5. Section J Attachment 9 draft Program Protection Plan 6. Section J Attachment 10 draft Program Protection Instruction 7. Section J Attachment 12 draft COSAL 8. Section J Attachment 28 draft Cybersecurity Instruction Additional Information: Certain attachments to the draft HPIB RFP contain sensitive information relating to critical technology which must be protected from release to unauthorized, non-U.S. entities and parties not having a valid need to know. Certain attachments within the draft HPIB RFP are marked as "Distribution Statement D." Due to size limitations and certain documents requiring controlled access, the entire draft HPIB RFP will be posted to FBO via multiple document packages which will be deemed "limited access" and "export controlled." All contractors must be granted "explicit access" by the Government in the FBO system in order to gain access to these limited access or export controlled packages. The Government does not intend to grant contractors access to these documents outside of the FBO site. Additionally, in order to access this document or individual sections, contractor must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS). Contractors must attach proof of JCP certification to their HPIB draft RFP requests. Instructions and procedures for being certified by JCP can be found at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Only those contractors that have current certification by JCP will be able to be granted explicit access to these packages via FBO by the Government. The Government will consider all comments received on the draft RFP. The Government does not commit to providing a response to any comment or question. The subsequent revision to any element of the RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the points of contact identified in this special notice. Responses to this draft RFP must be submitted on the form provided and emailed to the points of contact identified in this special notice. In order to support the release of the RFP and for the Government to benefit from all submitted information, responses are requested no later than 18 January 2018 at 11:00 am EST. Incremental submission of comments is encouraged. Please make your comments and justification for your comments as comprehensive and complete as possible. To assist the Government with tracking responses, please reference: "HPIB - DRAFT RFP" in the subject line of the email submission. No telephone inquiries will be accepted and request for a hard copy of the draft solicitation package will not be honored.
