- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for Diamondback 360 Coronary Orbital Micro Crown used in Atherectomy procedures at Durham VAMC with Cardiovascular System Inc for base and two (2) year option, in accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of 22 December 2017 to Cardiovascular System Inc., 1225 Old Highway 8 Nw; Cage Code 1UDM9. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Durham VAMC Cath Lab. The requiring activity is currently in need of Diamondback 360 Coronary Orbital Micro Crown 1.25MM, DBEC-125M. The Durham Cardiac Catheterization Lab uses the SIP-3000 pump to conduct Atherectomy procedures on cardiac vessels and this device requires the use of their Orbital Pad system and diamond crown catheters. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to provide the requiring agency s need via e-mail to Paul O. Waite, Contracting Officer, paul.waite@va.gov no later than 02:30 PM EST on December 21, 2017. Capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. The Government will not pay for any information submitted because of this notice.
