This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. This RFI is for informational planning purposes and is not to be construed as a commitment by the Government for any actual procurement of materials, machinery, or services. This RFI does not commit the Government to contract for any supply or service. The Government will not pay for any effort expended or any material provided in response to this announcement. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. PURPOSE: The Naval Sea System Command (NAVSEA) is hereby issuing an RFI on behalf of the Support Ships, Boats, and Craft Program Office (PMS 325), to seek feedback on the attached Specification and assess the availability of qualified, small businesses that would bid on a procurement for Expeditionary 11 Meter Rigid Inflatable Boats (RIBs) with the Expeditionary Mine Counter Measure (ExMCM) configuration and Expeditionary 11 Meter RIBs with the Very Shallow Water (VSW) configuration, as described below. This RFI will assist the Navy in finding qualified, small business sources to build the RIBs. Only U.S. built vessels will be considered. DESCRIPTION & MISSION PROFILE: With the emergent establishment of an enduring, Explosive Ordnance Disposal Mine Countermeasure Platoon (EOD MCM PLT), Very Shallow Water operations (VSW) and MK 18 UUV family of systems (FoS) capability for near-term operational missions, an Expeditionary variant of the 11m RIB is required. Highest priority is placed on fielding the MK 18 Unmanned Underwater Vehicle (UUV) Family of Systems (FoS), with associated Expeditionary 11m RIB variants to conduct assigned missions. A configuration of the Expeditionary 11m RIB equipped with a vehicle Launch, Recovery, and Handling (LR&H) system for interface with the MK 18 Mod 2 UUV will be referred herein as the ExMCM configuration. This configuration will have the capability to launch, recover, and handle two (2) UUVs using two (2) davits and two (2) vehicle stowage cradles located in the aft deck of the boat for Mine Counter Measure (MCM) operations. A configuration of the Expeditionary 11m RIB referred to herein as the VSW configuration incorporates an empty aft deck for the stowage and deployment of two (2) F470 Combat Rubber Raiding Crafts (CRRC) or one (1) F580 CRRC. The Navy is attempting to identify potential, qualified, small business sources to build and deliver Expeditionary 11 Meter Rigid Inflatable Boats (RIBs) in both the ExMCM and VSW configurations based on the attached, draft specification. Key attributes and requirements include: · Length Overall (LOA): 39.0 feet (ft) · Beam Overall (BOA): 11.8 ft · Chine Beam: 8.8 ft · Deadrise: 20 degrees at transom (variable) · Total Installed Fuel Capacity: 280 gallons · Design Hoisting Weight (maximum): 20,000 lbs · Design Full Load Weight (maximum): 21,400 lbs · Design Draft: 2.0 ft at Full Load · Capacity (including crew): 9 persons · *Cruise Speed (at 2,800 engine RPM): 35+ knots at Full Load in calm water · *Sprint Speed (at wide open throttle): 40+ knots at Full Load in calm water · Service Life Allowance (SLA): The SLA shall be 400 lbs at the Longitudinal Center of Gravity (LCG). · Payload (ExMCM Configuration): The boat shall support 3,682 lbs total payload. The notional breakdown of payload is six (6) personnel at 285 lbs each (including crew), two (2) UUV’s stowed at 706 lbs each, 500 lbs of mission gear, and the 60 lbs 4-leg sling set. Mission gear is defined as a combination of weapons, ammunition, miscellaneous mission gear, and cargo tied down to the deck. · Payload (VSW Configuration): The boat shall support 4,490 lbs total payload. The notional breakdown of payload is nine (9) personnel at 285 lbs each, two (2) fully fueled and loaded F-470 Combat Rubber Raiding Craft (CRRC) at 683 lbs each, 500 lbs of mission gear, and the 60 lbs 4-leg sling set. Mission gear is defined as a combination of weapons, ammunition, miscellaneous mission gear, and cargo tied down to the deck. · VSW Light Ship: The boat complete in all respects including outfit, and ready for service with liquids in machinery at operating levels but no personnel, fuel, or other variable loads. · ExMCM Light ship: The VSW Light ship plus installed ExMCM equipment. · Propulsion Type: The propulsion plant shall consist of two diesel engines with marine gears, drive shafts, waterjets, and associated auxiliary systems. · Sea State: full operation in up to Sea State 2, reduced operations in up to Sea State 3, survive up to Sea State 4. · Transportability: Air = C-130, C-17, and C-5; Road = wide load with escort vehicle for road transport on Continental United States (CONUS) Highways per MIL-STD-1366E. · Generator: Main engine driven 120 Vac/60 Hz generator by Mobile Electric Power Solution (MEPS). · Davit: Two GFE 1,000 lb capacity davits for UUV Handling (ExMCM Configuration). · Stowage Cradle: Two UUV Stowage Cradles shall be provided for two (2) Mk18 mod 2 UUV’s (ExMCM Configuration). · Standard Horizon Matrix VHF radio. · Furuno NavNet TZtouch single display Navigation System. · Hoisting fittings and slings. · Deck cargo tiedowns. · Diver ladder · Forward and aft machine gun foundations *Speeds are calculations and not the contractual speeds. The contractual cruise speed shall be minimum 30 knots at Full Load in calm water. RESPONSES & SUBMISSION OF INFORMATION Interested parties are free to submit any information which may assist the Navy in its market research and respond to RFI N00024-18-R-2220. There is a 10 page limit and a detailed proposal is not requested. Please include any drawings, specifications, or sketches. Provide as much of the following technical data as practical within the time constraints of this inquiry. The following information is requested: 1. Provide data and/or information on any vessel or vessel design in a similar size and capability range as that described in the draft specification. Data may be submitted on existing vessels, vessels that are conceptual or in design. If vessel is conceptual or in design, please provide the level of maturity. 2. Provide a description of the company’s relevant experience. 3. Provide location of company production facilities. 4. Describe facility production capacity (e.g. estimate on total construction time for one ExMCM RIB, how many boats can be built per year, etc.), based on current and projected yard-wide workload. 5. Provide comments on the attached specification. 6. Provide size of company as small or large. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 336612, Boat Building. Small Business Size Standard for this acquisition is 1000 Employees.
