- THIS IS A REQUEST FOR INFORMATION ONLY. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This Request For Information (RFI) is a market research tool being used to determine availability and adequacy of potential business sources prior to determining the method of sale of vessels. The intent of this RFI is to identify companies interested in the removal of the ex-Stephen W Groves, the ex-Hawes, and the ex-Barry in the Philadelphia harbor. The ships, should they become available for sale, will be sold with demilitarization and mutilation as a condition of sale. The ex-BARRY (DD 933) is a Forrest Sherman class destroyer. The ship was built by Bath Iron Works Corp and commissioned on July 9, 1956. It is approximately 2800 tons light displacement and 418 feet in length. It was the Display Ship Barry (DS Barry) at the Washington Navy Yard in Washington D.C. in 1984 until it was transferred to Philadelphia, PA. The ex-STEPHEN W GROVES (FFG 29) is an Oliver Hazard Perry class guided missile frigate. The ship was built by Bath Iron Works Corp and commissioned on April 17, 1982. It is approximately 3190 tons light displacement and 445 feet in length. The ex-HAWES (FFG 53) is an Oliver Hazard Perry class guided missile frigate. The ship was built by Bath Iron Works Corp and commissioned on February 9, 1985. It is approximately 3182 tons light displacement and 453 feet in length. All three ships are currently at the Inactive Ships facility in Philadelphia, PA. This is not a solicitation for sale. No ship visits are authorized. Additional information on the ships can be obtained in the Naval Vessel Register or Jane's Fighting Ships. Upon review of industry response to this RFI the Government will determine whether a sale of the vessels is in the Government's best interest. A response to this RFI will not be considered an adequate response to any forthcoming solicitation announcement. A response to this RFI will not result in your firm's name being added to a plan holder's list to receive a copy of a solicitation. There is no solicitation available at this time. Do Not Submit a Bid. SUBMISSION REQUIREMENTS: It is requested that interested companies/parties submit to the Contracting Officer a brief capabilities statement package (no more than 7 pages in length) demonstrating a basic understanding of what is involved in the movement, dismantling, hazardous remediation, and disposal of all materials and resulting metallic and non-metallic scrap on the ships. The vessels cannot be resold for dismantling or other use, and cannot be towed outside the continental United States. A brief description of how a ship sales contract relates to your firm's business and how the vessels would be responsibly remediated of the hazardous materials onboard is required. Any contract for the sale of the vessels will require an End Use Certificate. Do not submit an End Use Certificate with this RFI. It is requested that the following questions be addressed, at a minimum, to allow the United States Government to draft a successful Sales contract, should the vessel be offered for sale. 1. IS THERE CAPACITY IN THE MARKET FOR THESE VESSELS IN TODAY'S SCRAP MARKET? 2. WHAT PART OF A SCRAP SALES CONTRACT FOR A VESSEL MIGHT CAUSE YOU CONCERN? 3. ARE YOU ACTIVELY SEEKING SHIPS AND/OR VESSELS FOR SCRAPPING? HAVE YOU SCRAPPED SHIPS IN THE PAST? 4. HOW MANY SHIPS MAKES A SCRAP SALES CONTRACT MORE APPEALING? ONE SHIP, TWO SHIPS, MULTIPLE SHIPS? Towing the vessel in accordance with the Navy Tow Manual is required, and developing the tow plan and towing is at the expense of the buyer. No estimated costs will be provided by the United States Government regarding towing. Towing will be effected no more than 60 days after contract award for the first ship, and at designated intervals for the remaining two. A tow plan must be submitted and approved prior to executing the vessel removals, and is a performance metric of the contract. Further detailed will be provided in the sales contract, should the vessel be offered for sale. The sale of the vessels will require systematic payments of the total bid price during the contract. A performance bond will be required. The response must be received not later than 9:00 a.m. EDT on FRIDAY, JANUARY 12, 2018. Electronic submissions of the information is permissible in PDF format. LATE RESPONSES WILL NOT BE ACCEPTED. This is an RFI, it is not a pre-qualification of interested parties. The Government WILL NOT provide the results of the RFI.
