- Red LSJ 18-0066 The Naval Air Warfare Center Weapons Division China Lake, California (CA) intends to award a sole source Level of Effort (LOE) increase to the current contract (N68936-17-D-0004) based on FAR 6.302-1, Only One Responsible Source. The intended source is Raytheon Company, Space and Airborne Systems Division, 2000 East El Segundo Blvd, El Segundo, Ca 90245, (Raytheon SAS). Raytheon SAS is the original and sole designer, developer and manufacturer of the AN/APG-65, AN/APG-73 and AN/APG-79 sensor systems. As such, Raytheon SAS is the only source with the unique AN/APG 65, 73, and/or 79 knowledge needed to perform the required mission support integrating the identified sensor systems into the F/A-18 and EA-18G Naval Aircrafts. Raytheon SAS is the incumbent on the current contract (N68936-17-D-0004). The scope of this contract includes technical services for the F/A-18 E/A18-G Sensor System software and hardware to incorporate updates, improvements, and enhancements of tactical capabilities. The sensor systems include legacy AN/APG-65, AN/APG-73 radars and AN/APG-79 radars. The scope of the increase includes provides technical support for hardware and software anomaly investigation, design, development, documentation, integration, test, and evaluation of systems and support equipment which was not planned at the time of contract award. The estimated LOE increase is approximately 34,614 hours within the current period of performance. Performance of the work required under this prospective contract requires a Facility Clearance to the level of Top Secret. The written response shall reference the solicitation number N68936-15-R-0075 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and schedule and without substantial duplication of cost to the Government.
