- Description
- The Federal Bureau of Investigation (FBI) intends to issue a request for proposal (RFP) for the purpose of acquiring a commercial-off-the-shelf (COTS) software through full and open competition. The COTS software will provide an enterprise, business process management solution to meet the immediate and future workflow needs of Department of Justice (DOJ) and FBI enterprise. The scope of this acquisition is to award a firm fixed-price contract to a product solution that will enable effective and efficient incorporation of an expanding workflow and business process re-engineering (BPR) technology base into FBI and DOJ operations. The software solution must be capable of supporting 50,000 users (sporadic, occasional, power users) for a variety of business management processes throughout the enterprise. The solution must be capable of developing and producing complicated forms and workflows solutions with multiple controls to meet a variety of functionality and multiple communication methods. The solution must be responsive to load quickly and efficiently, given the current network, architecture, complex calculations, and/or loading large data sets. Given the breath of business needs, the solution must provide security features at the role or attribute level to restrict unauthorized views from unauthorized users, protecting against any type of data leaks. The software must be capable to run in an environment with multiple data centers and a global user base on an isolated network with no internet connection at any time. The software must be capable on operation systems (specifically Windows 2012 or RHEL 7) that are actively supported by the vendor. The software must be Federal Information System Management Act (FISMA) compliant and capable. In addition, the software must have the ability to quickly and accurately diagnose and easy to manage, access, security logging, and robust error reporting across the architecture, processes, and administration. The software solution must be Section 508 Complaint and the manufacturer must be able to pass FBI and DOJ Information Security Review to be considered for award. The Federal Bureau of Investigation intends to issue the solicitation during the second quarter of fiscal year 2018. No capability statements will be accepted. The government will not accept solicitations, proposals, questions, emails, or calls prior to the posting of the solicitation (RFP).
